I'm facing an issue with azure load balancer that when I try to add a vmss into the backend pool it's not getting added. Attached a screenshot of the page.
I'm seeing that under resource name there is no instances but just now I have added a vmss into it.
I'm not sure about the message above

Can anyone tell me what does this mean or what do I need to do?
The message you see the Azure Portal indicates that the backend pool was successfully added to the Azure load balancer, but for the change to take effect, you need to upgrade all the instances of the virtual machine scale set (VMSS) that you added to the backend pool
• Navigate to the Azure portal and select the VMSS that you want to add to the backend pool. Select "Update" from the top menu and then select "Upgrade".
• Choose the appropriate upgrade policy and configure any other settings as needed.
• Review and validate the upgrade, then click "OK" to initiate the upgrade.
• Once the upgrade is complete, the instances in the VMSS should have IP addresses that the load balancer can use to route traffic to them, and the backend pool should be fully functional.
I created one VMSS, Assigned it behind a Load Balancer, and I got the similar error as yours like below:-
Deployed one Virtual Machine Scale-Set like below:-
Added my VMSS in the Load Balancer back end pool like below:-
After Load Balancer got deployed, I got the same error code as yours with VMSS pool :-
Now, I visited my VMSS that was added in the Load balancer above > In the left pane > Settings > Instances > The Latest model was set to 'no' [Indicating the newest configuration of LB was not upgraded in the VMSS] > Checked mark the VMSS > Clicked Upgrade like below:-
Select your VMSS > Settings > Instances:-
Make sure you click on the check-mark to select Scale set and the upgrade button will be visible > Click on upgrade:-
Upgrade the VMSS:-
VMSS state changed to Yes:-
Check the Load Balancer > Backend Pool > Error was resolved like below:-
If the upgrade button is still not visible, Make sure you have proper roles assigned to you and you at-least contributor role assigned at the VMSS resource.

I've been trying to create an Azure virtual machine scale set with terraform and it's creating it fine, but when I try to perform Terraform destroy, I receive this message below. Any ideas on how I could solve this issue?

As the error shows, you must put the virtual machine scale set behind a Load Balancer. While the VMSS was in the backend pool of the load balancer, and you also create a nat rule or load balancer for it, then there are dependencies between the VMSS and the Load Balancer: the Load Balancer depends on the VMSS. So if you want to delete the VMSS directly, then the error comes.
So the right sequence to delete the VMSS is that delete the nat rule or the load balancer rule associated with the VMSS, then remove the VMSS from the backend pool of the load balancer. When all the above steps are finished. The last step is deleting the VMSS.

I created a Scale Set (using a template) with an existing virtual network.
This existing virtual network has already a Load Balancer (with a public IP) with specific VMs.
Now, I can't connect to the VMs in the scale set, There's no option to add the scale set to the Load Balancer or to add the scale set's VMs to the Load Balancer. Creating a new Load Balancer doesn't help.
It seems that the only option for adding a backend pool is using an availability set or a single VM (which is not in the Scale Set).
Is there any way to solve this? to somehow add the Scale Set to the Load Balancer or to connect to it?

It is not posible to add vms in different availability sets to the same lb. VMSS has its own availability set (by desing). so this is not possible.

You can work around by creating vm in the network that will act as a load balancer, but that's obviously not a PAAS solution

It is not possible and no need. Please refer to this official document. Azure VMSS instances are behind a load balancer. Also VMSS's intance could not add to a existing load balancer.
Now, I can't connect to the VMs in the scale set.
Do you create inbound NAT rules for your instance? Also, you could create a jump VM in the same VNet to login one instance. See this question.
If you could not login your VM from a jump VM, it is not a VMSS issue. You should check your instance. If you don't do any change for your instances. You could create a ticket to Azure to solve this issue.
It looks like you can't NAT as well as load balance unless it's to the same destination. Once I created the NAT rule (so I can RDP to the load balancer over a custom port, and then that's redirected to my management VM), I cannot create the backend pool to use for HTTP load balancing. I go to backend pools and click create and it already fills in "associated with " and I cannot change that to my web VMs availability set.
I've also tried creating the backend pool first, for which I select the web VM availability set, but then when I create a NAT rule I cannot point to the management VM, only to the availability set/specific VM in that set.
What am I missing? Is there a solution besides recreating the management VM and putting it in the web VM availability set?

All of these are by design behavior. LB only work for an availability set or a single VM.

No, if you want to use LB to connect to the management VM, we should recreate it and add this VM to that availability set.
If you just want this VM can connect to those VMs behind that LB, we can create this VM in that Vnet, then use management VM's public IP address to login this VM, and use private IP address to connect to those VMs.

But today, and also when I tried last week, no matter the number of reboots, I get this error (Azure CLI):

Have you edited the NSG or local firewall of the VM? Please do not restrict the outbound traffic from the VM. It may break the VM Agent.
Also, please check if the VM Agent is running properly. If the VM Agent is not reachable, this issue may occur.

Only issue is that I don't seem to be able to moved the Reserve IP to my new load balancer.
If we migrate the cloud service with a preserved public IP address, this public IP address will be migrated to ARM and be assigned to a load balancer automatically. (The load balancer is auto-created.) Then, you are able to re-assign this static public IP address to your load balancer.

I can re-associate the IP with new load balancer after I delete the auto-created one.
I have update the deployment by uploading new package in the azure management portal. But by using this Ip address of cloud service is change. How It could? As I havn't deleted old deployment I had just choose the option "Update Production Deployment" in azure management portal . Anyone have any solution please?
Did you change the size (not number of instances) of any virtual machine since the previous deployment? That would be a reason for the virtual IP to change.
