SASS install problems - node.js

I'm working through a tutorial on npm and I've hit a roadblock installing node on my Mac running High Serria
I ran:
npm install sass
and got this:

It is a permission issue. If you are on Mac, use:
sudo npm install (whatever your package name is)
and then it will prompt you to type in your password to your computer. Doing this will fix it.
If you are not on Mac, I would find the equivalent of sudo for that.

NPM installation errors

I am trying to create a new project and wanted to install NPM in the directory of my project, but it showed these errors. I currently have the latest versions of both NPM and Node.js.

It looks as though the current user needs permission to make change to the npm directory. You can run the following command to give the current user access modify that directory:
sudo chown -R $(whoami) ~/.npm

Installing expo-cli with EACCES symlink error

I'm trying to install expo-cli using npm install -g expo-cli, however come across this issue. I've looked at other posts and they have similar issues but the syscall seems to be different. Any solutions recommended by them does not seem to work. I believe it has something to do with how npm was installed, however unsure how to continue. Running npm list -g returns the following:
/usr/local/lib
└─┬ npm#6.14.5
shouldn't that be under /usr/local/lib/node?
The error I get is as follows:
npm ERR! code EACCES
