If a malicious internet user bypasses Cloudflare and requests the resources constantly, at this case is it viable to use Amazon Serverless even with an upper usage limit?

I have not found any docs from OpenAI. chatGPT says its possible to host on premises but not getting enough info from it.

I have deleted all web-apps inside the plan, can I retain the app service plan for later use?
Yes you can. Just make sure it is scaled back to the Free tier so that it does not cost you. You can do this via script or on the Scale-Up menu option from the App Service plan in the portal.

I am still unable to get an answer to this question: Can I check email and do other web-browsing activities with the kindle paperwhite 2 (of course with poor quality viewing experience) over 3g? I read 3g enables access only to wikipedia and amazon sites.
According to the Dummies website, you can only check Wikipedia and Amazon over 3G on your paperwhite.
