Look carefully at the messages:

It is not the package that is not found - it is the getaddrinfo syscall that returned ENOTFOUND. This is a DNS resolution failure.

Try passing the proxy setting when calling npm install via command line like so:
http_proxy=http://<yourproxy>:<proxyport> https_proxy=<yourproxy>:<proxy port> npm install <package>

If there is any proxy issue ask your network team what proxy url they have set . And then set proxy for npm
windows .
npm config set proxy http://username:password#url-of-proxy
npm config set https-proxy http://username:password#url-of-proxy
