First time poster here, I'll make this as brief as I can.
I am looking for guidance in what I should be certifying in with regards to the GCP platform.
I currently have my own company and we sell managed firewalls. I am looking into provide cloud based services for my clientele and wish to use GCP.
Basically I need to be able to set up Virtual Machines, Virtual Datacentres, Cloud / Hybrid backup solutions and of course fully understand and certify within the Security aspects of a cloud environment - ie: keeping my / clients data secured and compliant.
GCP help centre is a little confusing for me and I would appreciate any direction you could give me as to where I need to start.
Please treat me as a beginner with this even though I have prior experience with in-house cloud solutions at my previous employer.

Recently just got a new job as an azure admin. The new company doesn't have a huge network but it's spread out over multiple environments and subscriptions. I have been using Network watcher to view topologies of the network but would like to create some IP management. In my last place, we used SolarWinds IPAM which was great. Is there anything similar to that on Azure, struggling to find anything.

Unfortunately there is not any solution like On-prem IPAM in Azure, But this Requirement has started to build last year and still in progress by Microsoft Architects , Once it will in production, this to become a SaaS/PaaS product that will help all of customers manage their IP Address. I am new to Apigee, and just started using Apigee Edge cloud solution. I need to know some answers. It will be very helpful for me.
What is the latency in using the Apigee cloud instead of On premise solution. I would also like to know what is the downtime percentage as if I am using Apigee server I am completely dependent on them.
Apigee provided me with an organiztion account which is having a username and password, is there any other authtication though which apigee recognizes that the request is coming from my account ony, and the same goes for the response, I am asking these as anybody can hack my URL and send the same request.
As our API's will be containing the data for financial transaction, I am a bit worried about the keeping my data on the cloud and passing through Apigee server. What kind of security is there on the cloud?

Latency depends on several things, region, complexity, load and many more, its applicable for both on-prem and cloud. We have seen several Apigee customers both in cloud and on-prem having a apigee added latency of just few milliseconds to few hundred milliseconds. Its hard to tell a number, but the good news is Apigee provides tools to understand your latency across all the dimensions. Its minimal latency.
Regarding availability, Apigee cloud offers upto 99.99% availability, you could also check status.apigee.com for more details.
There is variety of options to secure your API, oauth, saml, IPs, Keys, basic authentications, open id etc.. Please find more about security related policy here.

There are so many subscriptions plans.
So which subscription is reasonably good and give me price details of that?

Windows Azure has few types of hosting. For a website you might want to look at the following -
Web Sites - You can host right away without modification of your existing project.
Cloud Services - I used this, but it requires changes such as Caching.
Here is the calculator based on your need.
FYI: Rule of thumb is you need a least two instances in Production to minimize the downtime.
If you are a newbie , I would strongly suggest using azure websites for now, and you can always move to a custom solution using webroles/caching Etc later if you feel it doesn't cater all your needs..

Again on what parameters would you choose the right package, you are the best judge for that since you know what traffic are you expecting and how much memory etc you need
We have got an application running fine on On premises and plan to move it to IaaS on Ms Azure, do we need to make any changes to it or will it work as is?
I agree with the above post. You have not detailed if you are using Virtual Machines (Sql server or going to use Azure SQL). You will have to make choices about fail-over and geo redundancy, cloud services, etc. There are IP restrictions that may affect you (I don't know since I am not sure what you are moving). More than anything, I always warn people about the cost, it is difficult to understand. Here is an article series I wrote on Azure & SharePoint, you can skip the SharePoint stuff but the cost/limitation/VMs and such would still apply.

We've managed a lift-and-shift of an on-premise Windows app into Azure, but I wouldn't say it's been without its pain. The above comments definitely ring true; you need to provide a bit more of an overview of what the current application does so that people can help answer your question.
In my experience, the only stumbling blocks to moving on-premise into Azure are:
Hardware requirements; i.e. if your application requires some specific hardware
Cost: It's not always cheaper to move large systems into Azure
Licensing: Make sure that your existing licensing is compatible with a cloud system which you don't control
I have got two database (SQL azure) in North America, I'm getting error that the applications can't Access to the server.
I didn't update the application or database, so I supose that there are a problem with sql azure service. How can I notify Microsoft of this problem?
To 'notify' Microsoft, you have very limited options.
They have their own support forums.
They have their own support ticketing system, that costs a pretty penny but is the fastest way to get their attention.
They have their dashboard, which in my own experience is terrible. It is not a true representation, ever. The updates are very very late.
You also have StackOverflow - but there will be little that we can advise on if there is a problem on the Azure infrastructure side of life.
To help aid in your Azure support woes, I would suggest you get an account with Pingdom and get MetricHubs for your subscription. These will help in showing what goes down, when, how often, and for how long. It can help show if the problem really is in your application or not.
I would also ensure you have diagnostics set up, and log everything you can.
Many many people forget or don't know about the transient error problems. Microsoft have a huge article on it, but it does trip people up a lot.
The Azure Management Portal should also be able to give you a quick summary of if your roles & instances are actually up, healthy and stable.
