Site can't be reached issue for WEB API - iis

Using Web API solution I'm downloading Excel file, But when I try to run that link I'm getting below error
"The webpage at https://test.quality.com/rmqwebapis/GetReport/278 might be temporarily down or it may have moved permanently to a new web address".
Please help me out with this issue

The issue could lie with the Winsock settings corruptions.
I suggest you to follow the steps below and check if it helps:
Right click on Start Menu and select Command Prompt (admin).
Type "netsh winsock reset" and hit enter.
When prompted, restart the computer.
Check if the issue persists.

Why is my local website not working in IIS

This problem has a very simple (almost silly) fix, but it took me 2 hours to discover today, and none of my searches gave the answer, so I am posting this along with the answer to help others.
I have a website set up in IIS to run locally, which has worked in the past.
The URL is like: http://localhost/mywebsite
But today when I tried to open the site, it did not work in any of my browsers (IE, Chrome, and Firefox).
Even the main IIS Welcome page at http://localhost was not working.
Internet Explorer showed: "Can't reach this page / Make sure the web
address http://localhost is correct". Under "More information", it
showed "There was a temporary DNS error. Try refreshing the page.
Error Code: INET_E_RESOURCE_NOT_FOUND"
Firefox showed: "Unable to connect / Firefox can't establish a
connection to the server at localhost."
Chrome showed: "This site
can't be reached / localhost refused to connect /
ERR_CONNECTION_REFUSED"
Neither restarting the server in IIS, nor calling iisreset from a command prompt fixed it.
I compared my "hosts" file to another computer which was not having the problem. Both had the same entry for "127.0.0.1 localhost".
I checked the Services panel and verified that "World Wide Web Publishing Services" was running.
I ran "netstat -a". It showed nothing listening on port 80, but I didn't know what was causing that.
Based on suggestions I found while searching for a solution, I tried the following, none of which fixed the problem:
I turned off User Account Control.
In IIS, I updated the Site Bindings for "Default Web Site" to change the port number from 80 to a different value, 8085. The site did not load with the new port number either.
In case something in IIS had gotten corrupted or messed up, I used "Turn Windows features on or off" to turn off all the features for Internet Information Services.
Then after rebooting, I turned them all on again and rebooted again.
I still had the same problem.
What else could be causing IIS and my local website not to work?
Make sure the website has been started in IIS:
In the left pane of IIS Manager under "Sites", select the appropriate site. If your site is configured under the "Default Web Site", select that one.
In the right pane under "Manage Website", there are "Start" and "Stop" links.
When the website is running, the Start icon (arrow) will be gray and its link will be disabled; the Stop icon (square) will be black and its link will be enabled.
When the website is NOT running, the Start arrow will be green and enabled; the Stop icon will be gray and disabled.
So if the Start link has a Green arrow by it, that means the website is NOT running, and you need to click to start it.
By default, web sites are started automatically when IIS is started or restarted.
But if you click the link to stop the site, it will remain stopped even after you reboot the computer or restart IIS. It won't be restarted until you click Start again.
I had also this situation where a local website hosted by IIS did not work. My site was already started but it seemed to lack the rights for an internet browser to access to the local site.
In my case I got the site working by giving the site's root folder (and its contents in the Windows 10 file system) the following usage rights:
Authenticated Users
This usage right can be set in folder properties and its security tab.
Other usage rights present are:
SYSTEM
My own account
Adminstrators (MACHINENAME\Admistrators)
I post this solution here in case someone is in trouble with the same issue.
An update: This 'Authenticated Users' group needs also permission to modify files and folders in case e.g. Wordpress is used as a local site and the adminstrator wants to e.g. update themes and plugins of the site.
If this permission is not set, Wordpress will fail to write the updates to the local folder. The message shown is: "Installation Failed: Could Not Create Directory".
However, please note that at the moment I cannot guarantee that these settings are completely safe and do not compromise your system for attackers etc. But I've taken the risk myself, and the settings will provide a working environment to develop locally.

I encountered this issue recently, and none of the other answers here helped me. I was unable to connect with http://localhost/mywebsite, but I could with http://127.0.0.1/mywebsite. I was able to put a bandaid on the issue by creating a new binding:
Type: https
IP address: All Unassigned
Port: 443
Host name: empty
[x] Disable Legacy TLS
SSL certificate: IIS Express Development Certificate
I could then connect with https://localhost/mywebsite. Hopefully this helps someone else!

This site can’t be reached ERR_CONNECTION_ABORTED on all websites hosted in IIS

These websites were working before and suddenly after a restart of my AWS Workspaces these websites are returning below error on all browsers. I have re-installed IIS and also deleted the files from C:\inetpub\history. When i run the same website from Visual Studio it works but the url would be like http://localhost:29740.

ERR_CONNECTION_ABORTED
Are you using chrome browser? there are many reasons for this error, such as the website or service you are trying to access does not support the SSLv3 protocol (Secure Socket Layer Version 3 Protocol), some third-party program like your antivirus or an extension install on to your browser might be interrupting your connection to the website.
Before trying any fixes, try to access the same website from a different browser and preferably a different connection. Try to access the website from the browser in Incognito mode may help too. But if you still encounter this error, here is what you can do to fix it.
Disable SSLv3 in Google Chrome:
First, add a Chrome shortcut to the desktop, then right-click the Chrome desktop shortcut, select Properties, and click the Shortcut tab as below.

Disable Antivirus and Firewall
In the System tray on the right corner of your taskbar, right-click on the icon of your Antivirus and then click on the option that refers to disabling your antivirus protection temporarily.If prompted, set the duration of antivirus to be disabled as per your choice.You may temporarily disable Windows Defender in you use iton Windows 10.
Now, you can check if your issue is resolved or not. Additionally, you can disable your Windows Firewall protection too. This is due to the fact that the Windows Firewall monitors and authorizes or denies and inward or outward connection from your computer.
Now, you can check again if your issue is resolved or not.
Reset Google Chrome
To reset Chrome browser, make sure that Google Chrome is not running anywhere in the background using the Task Manager.Now, hit the WINKEY + R combinations to open Run and then navigate to the following path,

Now, select the folder named as Default and hit the Shift + Delete button combinations and then click on Yes for the confirmation prompt you get.
After deleting the Default folder, open Google Chrome and click on the Menu button denoted by three verticle dots in the top right corner.Then, click on Settings. In the Settings section, scroll down and click on Advanced to reveal the Advanced Settings.
Now, scroll down to the Restore Settings to their original defaults button and click on it.Click on Reset, and this will reset your Google Chrome browser.Now check if you issue is fixed or not.
Reinstall Google Chrome
If all the methods that are mentioned above do not work properly, the last and the ultimate fix would be reinstalling Google Chrome.

Some files on the server may be missing or incorrect. Clear browser cache and try again. If the problem persists please contact website author

I have this popup window showing on my website in Firefox.
It is indeed a system window displayed by the browser, not by the page.
There is no useful information in the console.
What may cause it and what can I do about it?
I encountered this today. It came from window.Muse.assets.check being unable to verify some script in a list of those required. I believe that this is Adobe Muse, which appears to be a library of widgets (like slideshows and effects).

Spotify apps api inspector not working

I'm looking at the spotify apps api. When I try to open the inspector it says "Please select the app to inspect". Selecting or loading an app does not help, I always get this message, on any app. I have a developer account and am using version 0.8.10.2.g1283206d, I also tried older versions. I'm on Windows 7. Did anyone get this error? Am I missing something?
You can not inspect other peoples apps. It only seems to work on apps you have loaded from your local machine.
I had the same problem but found a solution
So apparently it works for me, if you right-click the open application and hit "Show Inspector". After that, it works to hit show inspector from the top menu bar as well. However as soon as you go to another app at switch back to your local app, you're once again not able to hit "show inspector" from the top menu bar. Seems like there is a bug in the interface.
Try right-clicking the app itself and choosing "Show Inspector" from the pop-up menu you get.

Errors attempting to add a web reference

I have a link http://xxx.yyy.net/zzz/OpacAccess?wsdl that opens in IE and shows the methods of web service correctly.
However, I have a console application where I'm trying to add a web reference but I'm not able to get it working. I right-click the project and click "Add service reference..." From here, I click "Advanced..." and from there I click "Add Web Reference...". When I enter the URL here, it shows me the methods correctly, but I'm unable to add the reference (the button is greyed-out) and the following error is shown:
There was an error downloading 'http://xxx.yyy.net/zzz/OpacAccess?wsdl'. Unable to connect to the remote server. No connection could be made because the target machine actively refused it 127.0.0.1:80.
If I use the visual studio command-line with the following command,
wsdl http://xxx.yyy.net/zzz/OpacAccess?wsdl
, I get "There was an error processing http://xxx.yyy.net/zzz/OpacAccess?wsdl", followed by the above errors.

In general, when you can access something through the browser, but not through another program you believe should work like the browser, then the problem is that the other program is not, in fact, behaving like the browser does.
The most common reason for this is proxy settings. The browser will usually have them set (perhaps automatically through Group Policy or the equivalent), and your other program will not.
