I have a brand new laptop with Windows 10 Professional. I have installed VS2019. I have also installed IIS. I have the default IIS setup, so just Default Web Site which when browsed goes to the default IIS page. I enable 32-bit mode on my DefaultAppPool. I then try to browse to the website again and I get a 503 error. The app pool has stopped.
I have seen numerous posts on the internet about attaching debuggers, writing log files, looking at the event viewer logs as well - but none of them are helping me. I have noticed that I can enable 32-bit and not assign any web application to it... then the app pool stays running. The second I assign a web application to the app pool it crashes (I set the Start Mode in the app pool advanced settings to Always Running in this instance)
I have created a new App Pool and tried the config again. If I look at event viewer logs, I get this:
I have also tried uninstalling IIS, deleting the inetsrv folder in system32, deleting inetpub and then reinstalling IIS.
I have also tried looking at the applicationHost.config file to try to pick up anything weird in there and everything looks good.
Any assistance would be greatly appreciated!

I have downloaded the Microsoft Error Lookup tool (https://www.microsoft.com/en-us/download/details.aspx?id=100432)
According to this article I should take the value after the colon (:) and use it as a parameter on the Microsoft Error Tool (http://intelligentsystemsmonitoring.com/knowledgebase/internet-information-services/event-id-iis-worker-process-availability-21961/). I have done this for both values (70050780 and 80070570). Here are the outputs:
Is this anything to go on? If so what can I do to fix these errors? I don't know what file it's trying to access or which directory is corrupt. I have given Everyone and App Pool users access to inetpub to test it out but it doesn't work.

I am having an issue with IIS resulting in the app pool stopping, so I am getting a 503 error
Event Viewer reports
Windows cannot log you on because your profile cannot be loaded. Check that you are connected to the network, and that your network is functioning correctly.
DETAIL - Access is denied.
Windows has backed up this user profile. Windows will automatically try to use the backup profile the next time this user logs on.
Windows cannot find the local profile and is logging you on with a temporary profile. Changes you make to this profile will be lost when you log off.
I believe this may be because I followed instructions I found on google to clear down files from AppData amongst other place, last week when C: became full (bad move ). Sadly, there is no backup to reinstate the lost files. I expect I have removed an account or permissions somehow.
I have tried setting Load User Profile to False and also setting Identity to LocalSystem but not allowed these settings in the app pool
I was hoping to reinstall IIS but cannot find a solution for that. Does anyone please have advice?
Using the instructions in this link and the "How to Deploy Klondike"
github instructions I have installed the Klondike release on my local IIS (Version 10.0.15063.0). At first it looked promising, but then I realized that the main page is showing "loading..." rather than the Klondike URL. See image:
Additionally the when I click the API page tab, the site navigates to http://localhost:8081/api which returns a 404.0 HTTP error. This error may not seem very surprising as the site's directory does not contain an api directory. However, I have reverse engineering a working server with Klondike configured on it and it also does not have the api directory. Here is an image of the 404.0 error:
Additionally, when I try to nuget pushto localhost:8081, it results with the error in the image here (note, the red blocked out text is the apikey).
Finally, I have left the handleLocalRequestsAsAdmin is set to true, but even though I am on localhost, it does not show me the "LocalAdministrator" link. I believe that all these symptoms are linked to the same issue.
I have tried the following with no affect on the behavior:
Putting this site in c:\inetpub\wwwroot and also in C:\Klondike;
Using different port numbers, such as 8081 and 80;
Putting a 127.0.0.1 alias in my hosts file and binding the value in IIS to the host name; and
Installed the Debugging tools for Windows install as was suggested on the github site and set the debuggingToolsPath to its path.
(at this point, I'm just guessing at the issue)
The settings I have changed in settings.config file are as follows:
packagesPath = C:\Klondike\App_Data\Packages
Left lucenePath = empty string (I also tried this with a value of C:\Klondike\App_Data\Lucene with no affect.
symbolsPath = C:\Klondike\App_Data\Symbols
debuggingToolsPath = C:\Program Files (x86)\Windows Kits\10\Debuggers\x64
ignorePackageFiles = "true"
I have not changed any values in the web.config file from the default web.config release values.
Thank you for any help that you can provide.
I ran into the same problem, although I was installing Klondike on a remote server rather than locally, but still IIS 10. The problem might be you don't have all the IIS components installed or enabled. More specifically, .NET or one of its required components might not be installed or enabled. If you look at the error on the /api link - it has to do with the MapRequestHandler and Static file handler in IIS - this indicates IIS doesn't know how to handle the request, which is an indicator you might be missing the ExtensionlessUrlHandler in IIS, as well as other components. To solve the problem, go to Start -> Control Panel -> Turn Windows features on or off (varies per system, might be under "Programs and Features"), then find the IIS Application Development Features. These might be listed under Internet Information Services -> World Wide Web Services, or Web Server (IIS) -> Web Server, depending on your system. Once you find these Application Development Features, make sure you have an ASP.NET option checked - you might just want to check all the options. Below is screenshot of what it looks like on my system. You might want to reboot after adding those features - not sure if a reboot is required, but it doesn't hurt. After you enable those features, you might start to run into all kinds of file permission errors when running the Klondike app - you might want to just remove Klondike and reinstall it from the zip file. I have a feeling it Klondike doesn't run cleanly the first time it has problems, as it needs to create an App_Data folder with sub directories.
I have been searching for this error all over the internet but no matter what I try to fix this problem nothing actually works. And the detailed message that I got after I copied a url from fiddler and put it in the browser and is as follows.
Module IIS Web Core
Notification BeginRequest
Handler Not yet determined
Error Code 0x80070003
Config Error Cannot read configuration file
Config File \?\C:\inetpub\wwwroot\myservices\web.config
Actually what has happened in the past that I had this service called "myservices" working all fine when I used visual studio to create a virtual directory for it in IIS. But then what I did, I tried to do a web deploy of this service in IIS and removed ("myservices" from Default Web Site tree which I had created by creating a virtual directory from within VS 2013). And what I observed is, that after I web deployed "myservices" it didn't work the same way as it was working previously when (I created a virtual directory for "myservices" in IIS through VS2013 but had it removed to see whether the web deployed version of it would behave the same way). Therefore when I analyzed the cause of HTTP error 500.19 through Fiddler (for the web deployed service) it said (Config Error Cannot read configuration file and
Config File \?\C:\inetpub\wwwroot\myservices\web.config) but when I physically try to look into the folder C:\inetpub\wwwroot I could never find myservices folder as such (what to talk of web.config file in it). Then I manually created a folder called "myservices" in C:\intepub\wwwroot directory and put my web.config file there to see if the web deployed service would still work, but it didn't. Then I removed this folder called "myservices" and obviously the web.config file inside of it and also removed the web deployed service from Default Web Site Tree.
And now after all this mess even if I go to visual studio and try to create a virtual directory for my service "myservices" (I can see it in Default Web Site Tree in IIS ) but it would throw the same error as http 500.19 as the web deployed version of this service. In other words whatever I tried it messed up my services even when it's not a web deployed version which previously was not the case. I literally request everybody out there to please guide/suggest me with whatever experience they have as to what went wrong in all this trial and error endeavor of mine.
Thanks
This may be a long shot, but sometimes web.config files get corrupted (our code repository occasionally does this) and you cannot see it with the naked eye. take a simple web.config file that you know is not corrupt and start rebuilding the file from there if it works. We have also used a hex editor (like XVI32) where we can see the corruption, but its much easier to rebuild from a fresh file.
If your problem is not the web.config but the virtual folders, then do the same methodology. Start over with what works and go from there. It could be the web deploy tool that is causing the corruption.
When nothing worked, all I did, was uninstalled IIS rebooted my machine re-installed it again and the HTTP 500.19 is gone.It seems like my IIS was corrupted.
Setup: Windows Server 2008 R2, IIS 7.5
We currently have multiple ASP.NET applications hooked up to the "Default Web Site" site in IIS on a server.
Sites
Default Web Site
aspnet_client
Site_v1
Site_v2
Site_v3
I have recompiled the binary for the site, and copied over the files for "Site_v1", then done an IISRESET command.
My issue is that the web app does not actually reset. Our app logs initialization of certain core objects, and the logs do not show that the app is restarting.
Our current theory is that some user has a browser open to one of the default web sites, and that's preventing me from correctly resetting IIS.
Anyone seen anything like this?
Thanks in advance.
Note: I'm posting this to Stack Overflow and not Super User because this is a problem on a development server. I'd like to solve this as a developer correctly compiling an application, rather than as a sys admin changing server settings. Hope that makes sense.
UPDATE:
From Werner's suggestion in the comments, I deleted the temporary files for Site_v2, but could not delete them for Site_v1. Some process was locking the files. After resetting IIS, Site_v1 was working properly, but not Site_v2.
Superconfused!
MS have stopped support for the IISReset command, which means that your approach is OK, but will not work any more. It works for IIS6.0, but not 7.0 or 7.5.

It can be done "by hand" using the GUI, but that is not scripted. I have the same issue, working on an alternative.
I've recently ported to a different hosting company (VDS), and on the new server, installed IIS 7.5 Express, latest versions of PHP and MySQL.
I then copied the files from the old server to new server (NOTHING beyond the content of the folders of my websites, so no config files or anything except the web.configs in the sites themselves), set-up websites. I've tried to visit a website, and I got a 503 Service Unavailable message, tried both remotely and locally at the server, no change.
Tried on every site, even on Default Web Site, and no change: still 503.
I've checked the permissions to the folders of the websites (and all the children), and both my account, Network Service, Administrators have effectively full control of all the contents.
All the apps run in DefaultAppPool, which runs under ApplicationPoolIdentity. Tried creating a new app pool, moving sites there, no luck, tried setting "Load User Profile" to False in pool settings (read it here HTTP Error 503 on IIS 7.5 after SP Install), no change.
The event viewer in an extremely detailed way says:
"A process serving application pool 'DefaultAppPool' terminated unexpectedly. The process id was '2356'. The process exit code was '0xfffffffe'."
and nothing else. Five times of this error, and the pool is shut down due to rapid protection. I restart the pool, try again, nothing changes. No matter I'm trying to get an .aspx, .php, or static content. Here is the most weird part: when I set the app pool to run under LocalSystem, it works. No problem. But everything else fails.
I've checked the website folders about ten times, changed, erased, re-added rights etc tried everything but no change. It's as if there is another file that I'm forgetting to check that the pool's user is unable to access. But the event viewer does not help me. This started with the new server and I tried after installing everything, so I can't tell after what this started happening. I obviously won't be running under LocalSystem. Even my own user, Administrator, doesn't work.
The only identity that works is LocalSystem. My user, LocalService, NetworkService, ApplicationPoolIdentity all fail the same way. I'm going crazy, I'm 99% sure this is a user-rights issue. But all the website files are accessible, and I haven't changed anything in the system32 inetconfig or anywhere.
Ok, found my own answer again.
The process w3wp.exe runs under the DefaultAppPool user, not NETWORK SERVICE. I don't know why it doesn't run under NETWORK SERVICE, but after some research it turned out that the process needed access to C:\Windows\System32\inetsrv\config\schema and giving NETWORK SERVICE access didn't change anything. I've by coincidence found somewhere about the DefaultAppPool user, gave read permissions, and by starting the pool, all my websites started working perfectly. Quite weird, I always thought that the IIS processes ran under NETWORK SERVICE by default, and I'm sure that I haven't changed any setting.
Try running below commands with some changes
appcmd set apppool /apppool.name: <YourAppPoolHavingIssuesHere> /managedRuntieVersion:v<.net Framework version here>
