I have SP 2019 environment with "SharePointPnPPowerShell2019" version 3.15.1911.0 installed. I need to transform the classic pages into modern pages. The cmdlets "ConvertTo-PnPClientSidePage" is not available. Can anyone help me with this? Is there any other way other than PnP PowerShell.
The command "ConvertTo-PnPClientSidePage" is only available for SharePoint online.
By design, we can't convert classic page to modern page in SharePoint 2019. There seems to be no other way to acheieve this, I suggest you create a modern page in a modern site.

I'm new to SharePoint development and design. Someone recommended using SharePoint Designer as a quicker way to have the site have a specific look that is different from the SharePoint Look Book. We want sections of our page to have borders with rounded edges, and specific color headers. I found several contradicting articles about using SharePoint Designer. Do you recommend using it on the latest version of SharePoint online in 2022? Have you had any success, or have you encountered any issues?
I enable scripting on my site. I tried connecting SharePoint Designer 2013 to my SharePoint online site successfully, but would like to know if it's a good idea to move forward with it.
As you can read from here SP Designer is supported on the latest On-Premises version of SharePoint(2019) on the bare minimum. But as you can see it is a product that is steadily heading to it's end-of-support/deprecation lifecycle.
Also, as you can understand, since it's development was halted since the 2013 version, a lot have changed since then, and many of the new features are not even supported by SP Designer.
If your are trying to make modifications to a SharePoint Online site, I would suggest using more modern tools(PowerApps, Power Automate, Modern UI, SPFx etc) and leaving SP Designer to it's way to deprecation.
You can also, update your question in terms of what you are trying to achieve and we could propose you some ideas :)
We have a need to create page templates with fixed sections/web parts similar to the on-prem versions of publishing page layouts and pages. What is the recommended option on SPO? Publishing site templates are still available on SPO. Is that future proof given MSFT is advocating to migrate publishing pages to modern pages. Thanks in advance.
Modern pages is recommended by Microsoft. So I would suggest you creat template for modern pages in SharePoint Online.

I can't really get the difference between SharePoint apps and features. When should I create my solution into an app and when in a feature ?
I know that the apps were recently introduced in the 2013 version of SharePoint, but what makes it different from a sharepoint feature ?

I want to learn sharepoint 2010. To setup environment it costs nearly 20,000 INR for me. Instead of that is there any site to give access to their machines and give an opportunity to practice the sharepoint development and features etc. I know this is not relevant question here to ask, but this is only site in which masters can give quick response.

Here we are able to access the sharepoint 2010 and visual studio as well.
Office 365 will give you some end user functionality testing but if you are going to be doing sharepoint development you really need a localized environment. Sandboxed solutions will get you far but only a portion of what it takes to truly do sharepoint development.
I'd suggest starting with sharepoint foundation on a localized environment. This can be installed on a windows 7 computer with SQL Server express and does not require any licensing other than the host machine of windows 7 and can run with 4gb of memory.

SharePoint is a very demanding platform to work with, ensure you have hardware matching the specifications, http://technet.microsoft.com/en-us/library/cc262485.aspx.
Working with crappy hw, virtual drives and so on will cause a lot of pain and consume loads of time. Think of learning SharePoint and SharePoint development as an investment.

Cloudshare (www.cloudshare.com) is the easiest and fastest way to get setup using SharePoint. It's about $60/month, but you get a machine pre-installed with SharePoint, SQL Server, and Windows Server. All you need, and you don't have to do a thing!
Also, if you're looking for something a bit cheaper, try Office365 w/SharePoint. It won't give you every feature, but it's less than $10/month per user, so it might be what you're looking for?

[edit] If you can't find your way around VHDs best place to start would be getting your hands on WSS4 (Microsoft Sharepoint Foundation). WSS is a free version of sharepoint as opposed to full whack MOSS (Microsoft Office Sharepoint Server) and a good place to start playing.

A SharePoint development rig can be pricey. Check out the free trial at cloudshare.com. money well spent...currently 49 a month.. Removes the headaches of maintaining the environment so u can focus on Dev work.

There is a really useful script which helps to setup all the environment you need to start development for SP (SP2010 trial, VS, SPD, Office and so on). So, you can just start it, enter some input details and right after it finishes you can start development.
It is absolutely free (if my memory serves me well, it is 180 days trial).
I highly recommend it for quick start.
