In Vim, when I click or I can see the screen going up/down and this is really irritating and slow.
How can I make this instantaneous (ie. remove the animation factor)?

I try log slow functions of VIM on macOS Mojave but the log file does not appear.
vim commands:
:profile start ./profile.log
:profile func *
:profile file *
// do vim operations
I expect to get profile.log file on my working dir but it doesn`t appear.
:pwd prints expected dir

I'm working on SICP exercises and using vim to edit MIT Scheme source codes, but it seems the syntax highlighting feature for multiline comments does not work properly. It seems the lines between #| and |# are not recognized as comments.

Prior to this change, the syntax script for Scheme didn't support multiline comments.
You can:
edit your current syntax script to add multiline comment support,
or update your Vim to the latest version, 8.1.0005 at the time of this writing.
I want to install Powerline statusline in Vim. I found a bunch of methodes from the official documentation. I decided to go with with Vundle plugin manager, everything went good and after I launched Vim, I got this message:
You need vim compiled with Python 2.6, 2.7 or 3.2 and later support
for Powerline to work
despite Python 2.7 is installed. what is the problem?

I already installed bunch of plugins using Vundle successfully.
I've installed Powerline package from debian repository to use is for tmux and it woked correctly.
My setup:
Debian Jessie 8.2.
Vim 7.4.
Python 2.7.9.

I've got the following in my .vimrc (from here):

This works perfectly on my local machine, but on my Ubuntu VM (VirtualBox) it doesn't. Any ideas why?

I installed autotag.vim by source it in .vimrc. It is listed in :scriptnames.
When I tried to jump to tags using Ctrl+], it says
No tags file
tag not found: [function name]
If I run ctag *.c from command line, then I can search for tags. Any idea why?

I'm not sure I understand your question.
AutoTag doesn't create a tags file, it can only update an existing one.
For AutoTag to work reliably you'll need a tags file at the same level of the current file or in a parent (like in the main directory of your project).
