When I type a comment in my Tcl code, like so:

And then hit Enter, I get this:
# Foo<Enter>
# <cursor_here_now>
I want it to do this instead:
# Foo<Enter>
# <cursor_here_now>
Or:
# Foo<Enter>
# <cursor_here_now>

I don't want to disable anything that I presently have. I just want to change the way comment indenting works. Honestly, I can't imagine why anyone would want it the way it works now. Wouldn't everyone want the next comment line to start in the same column as the previous one??
I have Googled a lot and tried a lot of combinations of formatoptions, autoindent, smartindent. I have consulted web pages such as: http://vim.wikia.com/wiki/Indenting_source_code#File-type_based_indentation
But so far, nothing I try is stopping this weird behavior.

A vim plugin requires the channel and jobs features but I have tried many suggested ways online and cannot add these two features to vim, even the vim has upgraded to the latest version:

Pay close attention to the two paths for Python in that command. You might need to change them if the Python config directory is elsewhere on your machine.
When I have some UTF-8 characters in my document, they are sometimes truncated. This appears to be an issue specific to certan fonts. When I am Courier 10 Pitch the issue exists:
(Note the first ☻ is truncated.)
But if I switch to Nimbus Mono L the issue no long exists:
Is there a way that I can get Courier 10 Pitch to render properly? It is my preferred font.

I have seen this problem elsewhere, like in viewing and printing PDFs when using Courier "10 pitch" specifically in my word processor.
Try switching to just "Courier", and if that does not work, try downloading a Courier True Type Font from wherever on the Internet, and using that. You should be able to find a variation that matches your preference.
I know you would think that any "Courier" font should work since it goes back to the days of the IBM Selectric, but I had a similar problem, and fixed it just by switching to regular "Courier", without the "10 Pitch"
The gvim installed in my gentoo linux can not properly display underscore (_). Once it is typed, the screen displays a whitespace, same as the output after pressing space key. However, one can still distinguish underscore from white space by searching underscores (e.g., :/_).
Interestingly this problem does not applear in vim, as both underscore and white space can be displayed properly.

That may caused by squashed line spacing. Try to run :set linespace=5 to increase the line spacing
When trying to set the scrollbind option in vim, the window is correctly updated when moving in both directions, however, the cursor is only highlighted correctly when moving upwards not when moving downwards (see below)
Before Movement
Note that I have set scrollbind such that both method signatures are highlighted (lines 989 and 925)
After Upwards Movement
As expected, the top window cursor is moved up from line 989 to line 988 and the bottom window cursor is moved from line 925 to line 924.
Downwards Movement Instead
If, instead, I carry out a downward movement, only the top (focused) window has its cursor position updated from line 989 to line 990. The bottom window will continue to have its cursor highlighted on line 925.
Question:
Any ideas how I can fix this?
Update:
I have noticed that this problem only occurs with C files. With Python files, for example, the problem manifests itself as a performance drop when scrolling down. If I scroll up by continuously pressing k it works seamlessly. If instead I hold down k the highlighted line has a noticeable delay. While pressing j this delay is always noticeable. If I instead hold down j then the highlighted line will not be updated until I let go of j. And if I try it on a text file, then it behaves exactly as with the C file.
Update 2:
I have created a gif which shows two scrollbound windows acting strangely. Here, I am scrolling down on the left screen, and sometimes the right screen jumps ahead a few lines.

How do I control the colour of the line number that the cursor is currently on? I can control the line itself via :hi CursorLine and the whole line numbers via :hi LineNr but I am getting an ugly Yellow (the default in dark background) for the cursor line number. This is what I currently have:

There is a new colour setting:

As soup suggested in the comments, this line can be placed into the ~/.vimrc which would be easier than editing a colour scheme if it came from vundle. Of course, a bug report with patch and a fix would (probably) be appreciate by the maintainers of said colour theme.
That's it.
You can control the color (fore and background) of the line number columns, and you can control the color of the cursorline, but there is no specific highlighting group for the line number column the cursor line is currently on.
So, you'll just have to do with the nice mixture of the two.
