Gmail will not allow me to send an email

Hi I only have a mobile device and am only learning, a complete novice. I have tried for days now to get help from Google without success.
Over a week ago my Gmail stopped working correctly, I can receive an email but when I try to create and send an email or reply to a received email a message pops up stating " Gmail requires one or more Google Play Services that are not currently available. Please contact the Developer for assistance" Please can you help.
Also about six months ago I used to have an Email app and Gmail app both synced together but all of a sudden the Email app stopped. Any help on this issue.

Notification not received for some Gmail watched accounts

We use Google Pub/Sub service for being notified when our users receive emails on their Gmail accounts.
We use the Ruby Gmail client (https://googleapis.dev/ruby/google-api-client/latest/Google/Apis/GmailV1/GmailService.html) for watching the Gmail accounts of our user (connected with OAuth authorisation). We expose an endpoint in our Rails app for getting the posted notifications from Google.
It has worked for years without any problem for more than 1000 Gmail accounts. Since two weeks ago, we stopped receiving notifications for some accounts (I would say around 20).
Each account is re-watched once a day (with stop_user() and then watch_user()), so it's not a problem of expired subscription.
Once a notification is not received for an account when there is a new mail, we never receive a notification anymore until it's re-watched. Then, it works for several minutes/hours and then it's broken again. It always happens for the same accounts.
The quotas page on GCP shows that there is not quotas limit exceeded.
I don't know if it's directly related to the Pub/Sub service or if it's a Gmail issue...
Does someone already experienced the same issue ? How can it be investigated / fixed ?
Thank you in advance for your help !

As talked in the comments, this seems to be a bug. Adding it as an answer for visibility purposes. You can click on the star next to the issue number to give more priority to the report and to receive updates.

Gmail API Oauth Approval been waiting almost 3 months

I have an application which has the ability to link to a Gmail account via OAuth for a client and send email from the system. I have created the OAuth authorization with Google almost 3 months ago. I received 2 emails from them over that time 1 was resolved within an hour the other was requesting a video which was already included in the original request.
Is google always this slow? I have called cloud support and did not receive any help. Anyone else had to wait months to get OAuth authorization from google?
Facebook and Microsoft were within a day.
Tried calling them cloud support (no help). Send them feedback on the OAuth console page. No reply. Replied to the email they sent a request for more information on but that was over 6 weeks ago no reply. I am trying to get access to send an email. This has to be one of the most common use cases with Gmail. Does not make sense that it is taking so long.
N/A. It is a web application using Gmail oauth2
The first few communications with google regarding verification went relatively quickly with 1-5 day response times. These were the "obvious error" ones. Once we resolved those, we received this on Mar 29:
Thank you for submitting an OAuth App Verification request. We
appreciate your patience during this review period.
The app verification process can take several weeks to complete.
Google will not take action against apps for non-compliance with the
new policy during the verification process if you are acting in good
faith to come into compliance. User access to your app for existing
approved scopes will not be impacted. All apps that have applied are
expected to fully complete the app verification process by May 15,
2019, with the remainder of 2019 to complete the security assessment.
So that is a suggested 6 week timeframe.
Have you received a similar email?
Also note: If your app is not currently available for public use ( or in development ), you can request to skip the verification process.
https://support.google.com/cloud/answer/9110914#skip
This has to be one of the most common use cases with Gmail. Does not
make sense that it is taking so long.
It might make sense in the context of the 2019 Restricted Scope security requirements and the level of chaos that is creating for developers, and therefor their support/verification team.
Based on FAQs, if your project contains multiple OAuth clients, Google needs videos demonstrating usage of restricted scopes for each of those clients. Failure to do so might be resulting in multiple communications. Removing unused clients from your project may help.
Email oauth-feedback#google.com and ask them for an update on your verification status.

Instagram application is in pending review status

I have created an application on Instagram and submitted for review 2 days ago but it is still in pending status. Would someone help me, please?
Thank you
the instagram review process can take up to a month regarding other users and my experience.
Just wait and keep patience.
I submitted my instagram app for review in month of July 2018 (3 months ago) and still it is pending review. I think they have stopped accepting new apps for instagram legacy platform. They have created Instagram Graph API but as of now, it can only be used for Instagram Business Account users. They might implement these new API for normal instagram users as well in future.
