I want to create vertical menu with dropdowns and several submenus.
I have code from codepen like I need but I am very far from JS and can't figure out how to add submenu.

I want to stick some text of the bottom of the page, like on the screen, just before footer always. When there is text (from mergefield), next should be new lines. I hope screenshot make it easier to see.
You can put the text in a text box or frame with position set to "Bottom
Relative to Margin". It's the only idea I have due you don't want to use a footer.

I found the solution to the problem on Microsoft's page and I hope that this page comes up for as many people as possible.
Select the text you want to stick to the bottom (or top) of the page. Under Layout tab take a look at the bottom right of the page layout section and you should see a small arrow that, when clicked on, opens a new menu. In that menu, go to layout tab and set vertical alignment to be "bottom". IMPORTANT! Make sue that the next menu option (at the bottom of that window) is set to "apply to selected sections" otherwise, you will be writing from the bottom of the page upwards.

Note that the person who took the screenshot set the last setting to whole document, not just selected sections.
If selected sections option isn't available, make sure you selected a text before opening the menu.

I am trying to make a popup menu come up in libgdx but i can't figure out how to do it. I want it so that when I click an image on the screen I want it to pop up a smaller image on the screen where the user can buy items!
For that, you can use a Table().
Put all the textures and buttons you need in that table and add the table to your stage, to display it on the screen.
If you want your table to pop up only when you click a button, there are several options. For example you can set your table invisible with table.setVisible(false), and when you click the button, you can make table.setVisible(true).
If you want to add some fancy animations, like sliding, scaling, fading... you'll have to look to the AddAction class.
For example you can create your table outside the screen, let's say it is on the left of the screen, and when you click the button, the table will enter the screen by sliding to the right until it reaches the center of the screen. For that, you'll need to do something like that :
table.addAction(Actions.moveTo(Gdx.graphics.getWidth()/2, Gdx.graphics.getHeight()/2, 0.2f)))
Just look to the AddAction class, there are plenty of cool stuff to popup your menu.
My goals is to create a menu with multiple columns. I went about this by using GridPane, to which I added Labels. Then I inserted the GridPane in a PopOver. I also added action listeners to Labels So when the users click on a cell, I can do a certain action. My current implementation is based on a button. Once clicked, the PopOver will show up.

I tried making the MyGridPane class that extends MenuItem. It allows me to add the GridPane to the menu, but it only comes in as an ObjectID. If I want it visually, the only way I found was to
menuItem.setGraphic()
But this make the whole GridPane one item. The cells and their action listeners get ignored.

Yes, you can try as
CustomMenuItem menuItem = new CustomMenuItem(gridPane);
menuItem.setHideOnClick(false);
To visually disable the highlight color for that menu/menuitem, customize the related CSS selectors of menu/menuitem.
I have written the code programmatically for my tab bar in my table view.The problem whenever i am scrolling the table view,the tab bar is also moving.The tab bar created in one cell,so it is also scrolling.How to keep that in static.Please help me in this.

DOn't put the TabBar in the Scrollview. Rather, have the TabBar at the bottom of the main view, and have the ScrollView extend only to the top of the TabBar. That should fix it. If you put the TabBar on the ScrollView, it will scroll around (that's what the ScrollView does).
If you're creating the tab bar as one of the cells, this will always happen. (It's the expected behaviour for the table cell.)
Why on earth are you using this approach, rather than simply putting the tab bar above or below the UITableView?
