Insert contents of a file after specific pattern match

I have looked across StackOverflow and haven't found an exact answer to my problem. I am no sed master so I would appreciate your help.
I have 2 files:
header.txt which contains the bootstrap standard header html structure:

I am trying to append the structure to the body. (I know I need the -i option to actually append)
I keep getting an error with the $catOut because of the < tags in the header.txt file. It's trying to evaluate it or something.
sed: -e expression #1, char 19: unknown command: `<'
sed '/<body>/r header.txt' index.html
r command reads the content of header.txt and inserts after <body> has been found. More about the r command in GNU sed manual or this excellent grymoire.com tutorial.
Solution using only bash:
reg='<body>'
while IFS= read -r line; do
printf '%s\n' "$line"
[[ $line =~ $reg ]] && cat header.txt
done < index.html > new_index.html

it's so ugly.
i run it on vscode with node.js windows11, chrome.

and some routes like e.g register view,where I check if user isLogged(no way to registration) etc.

I have 2 problems:
1)<%if> in my layout doesn't work (i don't know why)
2)How to inject state of user (logged or not) to layout? I don't want to repeat all of the code from layout on my views.
I think you have swapped the login/logout elements. For !isLoggedIn should be Zaloguj, for isLoggedIn should be Wyloguj.
Generally, I attach to render some (not all, as it can contain pasword hashes) user data res.render(‘register’, { user }) You will need them either, you will want to display logged in user name or so.
Then:

The following code works with chrome browser on laptop, but doesn't work with chrome (v74 & v84) on mobile device. when clicking the button on mobile device, no response.

The weird thing is that I explicitly specified a jquery http address as below, and it worked with chrome browser on my mobile phone, while now it doesn't work again, but it stills works with mi browser on my mobile phone, interesting?

below is a picture of an issue I'm having with the navbar collapse from bootstrap. I'm running express, node, and handlebars. This header is a partial. For some reason, it keeps expanding outside of its div and I cant figure out why.

Anyone know? I've tried adding container-fluid to multiple divs. It appears that jquery and bootstrap are working. I've installed these through bower.
I had an issue where my page content was being overlapped by the navbar, try removing the fixed-top property.
