I'm trying to connect to azure bizspark from another PC. But its not able to recognize the azure bizspark VM (xxxx.cloudapp.com)? Am I missing something? Is it possible to copy csv files and send to azure bizspark through any programming or bat?
The easiest way to connect to an Azure VM is to download a Remote Desktop Protocol file:
Sign in to the Azure portal.
Click Virtual Machines.
Select the virtual machine from the list.
On the page for the virtual machine, click Connect.
Download the Remote Desktop Protocol file (.rdp file) and click Open.

Azure Bizspark it's a Microsoft program for Startups https://bizspark.microsoft.com/. This doesn't matter, the resources are the same that in a normal Azure account.

We also have Azure VM created. Our Azure VM is windows 10. When we create a new VM on azure, Internet is enabled by default.
The VM will be shared with development team member. To secure code, developer should NOT be able to use personal email boxes and any other drives like dropbox, onedrive etc. So what i feel i need is we need is Internet disabled but only access to Azure DevOps repo. Is this possible? How to achieve this?
You can use Network Security Group resource in Azure. Set rules to allow traffic only to specified services (in your example Azure DevOps) and deny rest of the connections.

I'm trying to access on-prem resources (file share on a file server) via Azure, but I'm stuck and don't know how to continue.
On Prem: 1 Domain Controller and 1 File Server (Server 2019 Std). Both are joined to a local domain. The DC runs Azure AD Connect for sync.
Client: Laptop running Windows 10, joined to the Azure AD. Is in a different network.
Goal: Laptop should access the file share.
For sure I just could use a VPN or smth, but I'm trying to learn a bit Azure.

I dont think those are related at all. Network path must exist between your laptop and the file share. And the Azure AD Connect can help you with authentication\authorization, not with establishing the network connection. You should use VPN to establish network connectivity and you can use Azure AD Connect to sync identities to be able to use the same identity to access resources in the cloud\on-premises

I think it is not possible, because alert rules work on Azure platform, used for manage Azure resources.
Azure VM is a resource of Azure platform, can't see the alter rules without Azure account.
I would like to connect two VM from two different account in Windows Azure.
Is it possible?
Because I've searched in the web and the e.g are only about the same account.

This is not possible. Azure Connect is per subscription scope. See if the new endpoint to site VPN works for you https://azure.microsoft.com/documentation/articles/vpn-gateway-point-to-site-create/, I haven't tried it.
