SSAS excel remote connection - excel

I migrated to SQL Server 2014 from 2008 version. I have Windows Server 2012 with IIS 8.5.
I'm trying to configure remote access to my OLAP database . I followed all the steps as described here:
https://msdn.microsoft.com/it-it/library/gg492140(v=sql.120).aspx.
The IIS version mentioned is the 8.0, does it fit for the 8.5 too?
When I try to test the configuration using the Management Studio I get this error:

Web Deploy to Azure Stopped Working even with downloaded publish profile

My Web Deploy Publish from Visual Studio 2017 to my Azure web app was being finicky yesterday, and today just stopped working completely.
Yesterday the error in Event Viewer was

After looking at many inconclusive posts on the matter, (and since this error ERROR_CONNECTION_TERMINATED is not listed on the official troubleshoot website they provide in the error), I did the following:
(1) Restart my computer
(2) Restart Visual Studio
(3) Open Visual Studio as Admin
(4) Redownload the Publish profile from Azure
None of this worked.
In the publish profile window, when I click "Validate" for my credentials, they pass. Only when I preview or run the publish does it error out.
What finally worked was
(5) Set Application setting to false in Azure WEBSITE_WEBDEPLOY_USE_SCM
I looked it up and am not sure what it did, and why I needed to do it, and why it worked fine before without this setting. It feels like a hack fix and I don't like it. Should I keep this application setting?
UPDATE:
Not sure if the SCM setting helped. I was able to publish once, and no can't again.
First, Close the firewall and the local proxy-based software.
Second, Make sure you have install the web deploy handler and all of the options has be installed.
(Add the option not be selected.)
Thrid, Make sure you dont have IP restrictions for Management Service.

SSMS connect to azure failure

I am connecting to azure database using ssms 17.9. i opened the firewall that allow remote connection for my office ip address. But there is a weird situation that my colleague pc ssms able to connect to azure database which mine cannot.

I've tried reinstall ssms,visual studio and even format my pc. but none of the solution that i found working. So i am here to looking someone for help. thanks and appreciate if someone can tell me how to solve this.

After installing the "Docker Desktop on Windows", I get the same problem. Uninstalling the Docker Desktop on Windows, give me the relief.

HTTP 503 error accessing Sharepoint excelservice.asmx through SOAP

I work for The Smeal College of Business at Penn State. I am doing a project for the Supply chain program and I am creating an excel workbook in Sharepoint that uses a lot of UDF's. I have no problem accessing the workbook or using other UDF's, but when I try to use OpenWorkbookForEditing() I get the following stack trace:

The solution that is suggested here is to just restart. If this is a dev machine that shouldn't be a big deal.
Also make sure that no application pools have stopped as this could make the service unavailable.
