I've created the environment and Python 3.5.1 opens in bash, but isn't available to Notebook. I'm trying to follow this SO question to adding the Python3 kernel to Jupyter:
jupyter kernelspec install-self --user

ImportError: No module named jupyter_client.kernelspecapp

Python noob here. I've been trying to install pygame and pandas for a few hours now. Even with Conda I did not succeed. I have Python 3.8.5 installed.
I eventually tried through the terminal with these commands:
python -m pip install pygame==2.0.0.dev6
and
python -m pip install pandas
(this was a total guess by the way, but apparently it did something)
Results were succesfull:
Requirement already satisfied: pygame==2.0.0.dev6 in /opt/miniconda3/lib/python3.8/site-packages (2.0.0.dev6)
and
Successfully installed numpy-1.19.2 pandas-1.1.2 python-dateutil-2.8.1 pytz-2020.1
But, when I try to import either modules, I still get errors. Any ideas?

Ok.. Got it thanks to #matt.. after succesfully installing pygame, find the environment in which pygame is installed by entering 'which python'.
In my case it returned:
/opt/miniconda3/bin/python
Now I needed to make sure the VS console was pointing at the same environment, by checking which python interpreter it was using and selecting the correct one. More info:

I cannot import any python package when running python on Visual Studio code or on my Terminal. I can still do this if I were to code on a Jupyter notebook. However, when I tried other environment that doesn't use the notebook server. It returns me ModuleNotFound Error like this

Basically, I am now trying to enter Jupyter Notebook. I (think I) have two of them, one Jupyter Notebook installed using pip3 (Python 3.6.0), and one from Anaconda, which I uninstalled. For Anaconda, although I used anaconda clean and the rm function according to their official website and several other Stack Overflow forums, I could not uninstall the BASH and so I just left it there and installed Jupyter Notebook using pip3. But when I type Jupyter Notebook in Terminal, there is an error:

Jupyter notebook format depends on the jsonschema package:
https://pypi.python.org/pypi/jsonschema
Please install it first.

You can also find the torch path with this command if needed:
sudo find / -iname torch
In my case it was issue with python version, created python 3.7 environment and re-installed it. worked just fine
Initially I was running in a Conda environment got this error. Just deactivated the environment now it works.
This question has been asked a few times, but the remedy appears to complicated enough that I'm still searching for a user specific solution.
I recently installed Quandl module using pip command. Even after successful installation my python idle is still showing

You can better navigate to your python scripts folder and open a command window there and try pip3 install quandl .Hope this helps.
