When trying to create a VM in Azure, I cannot create the VM in Europe (screenshot below).
Can someone kindly advise why is that the case and what action I can take?

You should contact Azure Support. Sometimes some datacenters become unavailable for some subscriptions.

Azure trial accounts can be limited to some regions, the western europe datacenter is quite full, mobile apps wasnt available in western europe for the same reason.

I have some vms on Azure(Brazil) and i need to see last 30 day's memory usage. Log Analytics on't work in South Brazil.
You can deploy Azore Log Analytics in the nearby region from South Brazil and connect all VMs to the workspace to collect the logs.
Not sure if you can get the logs for your VM for last 30days.
However, if you want the logs to be collected with in South Brazil, then you have to follow as suggested above.
You can check in diagnostic settings by Enabling guest-level monitoring on existing VMs :https://azure.microsoft.com/en-in/blog/azure-linux-vm-infrastructure-monitoring-and-diagnostics-2/
Examples of extended metrics include \Memory% Committed Bytes In Use and \Memory\Available Bytes.

How do I install SQL Server 2016 onto my newly configured virtual machine on Azure?
I want the developer version to practice queries etc. The VM works fine but I can't administer it.

this answer is a bit misleading, why don't you create a vm with SQL already installed? that way you save time + don't break licensing agreement

I am thinking about putting a SQL Server behind my Azure website. Is the sql server also free when using Windows Azure Websites?
I agree this is not a good SO question, but the answer is Yes and No. Microsoft has offered a Azure Web App + SQL option that included a free small (20MB) database with your web app. This was limited to one web app per subscription and the size and speed were so limited that it was really only useful for dev, testing and learning about Azure. I would NOT recommend it for any sort of production unless you usage was super small.

Suppose I have two identical virtual machines in Azure, one is constantly running cpu at 100% and the other at 50%. Will the cost for them be the same or will the other be twice the price? This excluding bandwidth and storage.
No, CPU usage doesn't affect the cost you'll pay for the virtual machines. It will be the same for both of them.
Note that if you are using the Free or Shared tiers of Azure Web Sites you have a CPU usage limit.

I have a dnn 7 instance I am thinking of moving to windows azure. How do I configure the DNS for the various portals. I am aware that you use a cname record with the dns to point to the top level/host portal. But where do you point the "sub" portals cname record. Is it at the same host portal's azure address ie: mysite.azurewebsites.net.
Or is there another way to do this?

You have to direct all the traffic you need to your instance(s) (i.e. yoursites.azurewebsites.net).
But you can also use A records, not only CNAME records. Please read carefully this article.
