I am trying to run ndk-build on an android NativeActivity project, from within Sublime text 2. I want to be able to parse compile errors within sublime text.

I have deleted data from AppData (Roaming) and also tried to run it as Admisitaror. But no solutions for this problem has been found by me.

previous answers and the related link to the problem mentioned in the comment are not the same as this one. the only similarity is a report of fatal error - but the log is different. I had that problem and none of the answers on that link helped.
I realized that the issue might be in working from Win Pro - as I installed the same versions of PostgresDB and pgadmin on both Windows Pro and Windows Home - with the same updated systems and same security - win home worked and win pro did not. after tracing problems through the log I solved them one by one by checking paths in config file (c:\Program Files\PostgreSQL\10\pgAdmin 4\web or c:\Program Files\pgAdmin 4\web ) wich solved a lot of underlying problems for me. I sometimes give it a temp hardcoded location instead of the constructed paths just to see if the hiccup is there. for example, the code is not registering win pro as a windows machine but a server and it's trying to get the file in a wrong place
About your specific problem, try to trace your errors from the bottom. your request is coming from the line before the error. your last line says that the definition in the given path (signer.py) at line 64 is giving a 'None' result and the script is expecting a non 'None' answer

I would trace it back to the request and try to see why it's giving away none. Check your paths in config file.
find "AppData" folder (default it is hidden)

find for "pgadmin" and delete - pgadmin folder
search pgAdmin4 and run (if not working try with run as administator
Like you I tried deleting session data and running the program as administrator, as well as various other posted solutions.
The fix that worked for me was simply increasing the timeout duration to 240 seconds. This can be done from the window showing the error message. At the bottom of this window is a button that allows some config settings to be adjusted.
In Visual Studio 2019 v16.4.1 when attempting to run a ASP.NET Core Web Application with React installed I get an error in the loading webpage:

The error message is a red herring. The real problem is that the path to your Client App is wrong. The Visual Studio template puts it in the wrong place.
Open startup.cs, look for Configuration.RootPath, and spa.Options.SourcePath, and make sure they are set to real paths. If not, fix them.
I was getting the same error. I opened cmd as an administrator and ran command npm install -g npm as user12076510 said and restarted the system--error gone away
Does anybody know if it is possible to use VS2019 with TFS2018 vnext build system.
You cannot select VS2019 in the build definition, but you can select "Latest" as version for Visual Studio.
Unfortunately, this does not select VS2019.
I have tested this in a virtual machine with VS2017 and VS2019 installed.
I also upgraded TFS2018 to Azure DevOps Server 2019, which solved the problem.
But this is not a "quick" solution for our production environment.

It's not an easy fix. The changes required were pretty extensive.
Officially, the built-in tasks are only upgraded when you upgrade the server to it's next Update version or Major version. TFS 2018 update 3.2 is the latest update version for TFS 2018 and given that Azure DevOps Server 2019 (the new name for TFS) has just been released, I expect that no new versions of the tasks will ship for TFS 2018 update 4 should it ever see the light.
Workaround
CAUTION this may cause issues when upgrading to another server version at a later stage, may require newer versions of the Azure Pipelines Agent and can put you in an unsupported state.
You can clone the Azure Pipelines Tasks repo, build it locally and then use tfx-cli to upgrade the built-in tasks in your server.

that's happening because the build file is not well seated you need to install (PackageResourceviewer) from the package manager then:
1- from tool tab select command palette or (ctrl+shift+p)
2- search for : PackageResourceviewer: open resource and select it
3- search for your package in our case prolog and select it
4- select prolog.sublime-build

you need to add the main:- at the beginning

I finally managed to solve my problem. As suggested by #Ahmed Elkady I updated my prolog.sublime-build with the path to swipl. In my case:
