svg draw circle with curved text inside - svg

I need to draw red cirle with two curved string inside like that:
upper string always be 3 chars length
lower string can be from 1 to 20 chars length

Also I didnt clear understand <path> 'd' atrribute , but I found out that I can change starting point to M10,20 but how I can change text curve orientation?

To have text that "hangs" from a line nicely, the best way right now is to use a path with a smaller radius. There is an attribute to adjust the text's baseline, but that doesn't work reliably.
So you need two arcs. One for the bottom half of the circle, and one with a smaller radius for the top half. They also need to both start from the left. That means one will go clockwise, and the other will go anti-clockwise. You control that with the arc command's "sweep" flag.
We need to also use startOffset="50%" and text-anchor="middle" to centre the text on the paths.

This works fine in FF, but unfortunately, it seems there are bugs in Chrome and IE right now that is causing the text to not be centred properly on those browsers.

The font size is 0.05, which is very small. The font-size attribute in svg refer to the font-size property CSS specification. There is no unit, so I looked in the following Stackoverflow question. If I change the size from 0.05 to 0.0.5px, I have the same result, so I assume that the browser (in my case Edge or Firefox, or Chrome all have have the same result) consider no unit as pixel units.
It seems that the size of the font depend on the viewbox, because with the current svg file, I have the following result:

What's the algorithm to use with a (for example pixel-unit) font-size in SVG, relative to the viewbox?
Numbers without units or with px units are called userspace coordinates/sizes. They are local to the coordinate system in use where the element is placed. A viewBox of 0 0 5 5 describes a drawing region that is 5 units both in width and height. A text that is a child element and has font-size: 0.05 is 1/100 of the viewBox height.
The userspace coordinate system has no units and is abstract in the sense that it has to be fitted in some space (the "viewport") before it is rendered. You can use units in the userspace context, but they need to be converted into unitless userspace numbers. (For px, trivially just delete the unit.)
Only afterwards, when you know the size of the viewport and how to fit the drawing region inside, you can compute real-world pixel (for a screen), or point (for printing), or centimeter (for a plotter) values.
If the <svg> element has a width and height of 1000px, the drawing region defined by the viewBox is rendered by multiplying the userspace units with a factor of 200px, so that it fills the element. In other words: what in terms of the coordinate system inside the viewBox is a length of 1, is 200px in regard to the rendered <svg> element. A text with a font size of 0.05 is rendered accordingly at a size of 0.05 * 200px = 10px.
If there is no viewBox attribute present, the factor is simply 1px. A userspace unit of 1 is rendered at 1px, a font size of 0.05 is rendered as 0.05px.

How to make SVG stroke-width consistent across the entire path?

Here is an example:

I find that the inclined line segment has a thinner stroke-width then the horizontal lines. How do I make the stroke-width consistent across the entire path?
Breaking the path into multiple paths did not help as the line joins are not elegant. The points are generated dynamically so the solution needs to be generic.

I added stroke-width 2 and 3 to your example. The effect is less because more pixels are being used to draw the line.
At 1 pixel your monitor and Browser can't make much of it. Only add (some) anti-aliasing.

Im putting both paths (the computer #cp and the magnifying glass) in the same svg element. Please note that the magnifying glass is a symbol and has it's own viewBox attribute. This will allow me to resize it and position it as needed by using a <use> element with a position (x, y) and a size (width):

SVG feImage filter clips stroke - how to stop that?

I'm trying to create a filter for only the stroke of path in SVG, but the feImage keeps getting clipped to what I assume is that bounding box (see green rectangle below in code as bounding box). I've tried setting the filter's x/y and width/height to all sorts of positions/sizes, as seems to be the prevailing advice, but nothing works. x/y just offset the feImage and width/height of greater than 100% has no effect.
I won't know in advance if the stroke or fill is solid or something else (like linearGradient.
The below demonstrates what I'm looking to do - just get the stroke of a shape (regardless of size or fill) and apply a filter to it for all modern browsers.
Notes: FF doesn't even display the left-hand feImage. Chrome clips the left and top. Edge clips all 4 sides.

Improve SVG so pin is centered inside circle, without multiple viewboxes

I have a pin that needs to be shown inside a circle in Svg.

which works somewhat but seems inelegant, and perhaps also buggy. What I would like is a better way to center the group 'inside' the circle without using JavaScript
It would be nice if I could get rid of the extra SVG element in the middle with its really big viewBox that I'm using to place the pin. So if you can show me how to do it with just a g and make a scaling function that would be good.
If you want to use coordinates that contain percentage values, you need an element that has x and y attributes. <use> is such an element, <g> is not.
Your live will be easier if you draw your pin centered on the origin of the coordinate system: translate(-250 -230).
After that, you can easily scale it to the size you need: scale(0.0025) (remember: multiple transform commands are processed right-to-left.)
Finally, you use the pin template with the same x and y coordinates as your circle.
