How can i download and use Microsoft Edge in Windows 8.1 ?

No. you can't.
Microsoft Edge is not a standalone browser (as of now). I've also tried many a times for some alternative but no..
I've tried finding the setup file of this browser from the Windows 10 installed OS but couldn't.
ps. In future it might be available.

A standalone version is not available. And Microsoft has no plans of releasing the edge browser on other versions of Windows besides 10 or any other platforms for that matter.
So to answer your question, you can't.
You can use a virtual machine if you want to use Edge on Windows.

I have a windows computer and connect to Linux on a remote server for my experiments. I want to use an easy interface software from windows to my Linux server (ubuntu 18.04). Can you give some tips on how to increase productivity in such a workflow?
Putty is fast, but AFAIK, does not support tabs, you will have to open different windows for different tasks, unless you use a terminal multiplexer like screen.
Try Mobaxterm and see if you like it. It is free, and supports multiple tabs, very handy for a single session.

I've genuine windows 7 laptop(Sony vaio - i3).
My system is too slow in normal mode that win10 installer does not run.
But it's system is faster if I'm in safe mode.

I think you should try and fix the issue of your computer running slow. There are lot of things that can make your system run slow. But you should try run cleanup and defrag ur hard drive. Also disable some start up programs and reduce apps running in background.
Concerning upgrading to Windows 10, it is not necessary you have to use media creation tool. You can download an ISO file online and create an installation media with it. You can get windows 10 iso file from websites like getintopc. Less I forgot, try and download November update ISO file.

Hey I'm trying to install Microsoft Office using linux and wine but everytime I run the setup application I get this error:
Setup cannot find the required setup controller file. Either there was
a network error, an error reading from the CD, DVD, or other
installation media, or a problem with the package you downloaded.
I'm not sure what I should do.

I search along the net and looked at the Opera website, but didn't find useful infos.
I just would like to ask if anyone knows why there's no newer version of Opera browser for Linux systems, the 12.16 version (actually the latest for Linux OS) is kinda buggy and sometimes shows some strange behaviour.
Do they stop the development?

Yes, Opera is no longer available for Linux.
The Linux version development has stopped. As of 2013/December there
is no recent version for Linux (stalled at v12.16)

I have 3G internet stick, Tele2 Huawei MF190. Now, when I connect it with Ubuntu, Debian etc., it asks me for my PIN and I just choose my provider and everything works great.
Now, when I do the same thing on other Linux distributions (I think it was Arch, Gentoo) it's not working out-of-the-box. Now, what library I actually need to have for this to work?
Why? I'm going to try making my own distro (just-for-learning) from LinuxFromStratch project and I want to be sure to include this library for 3G Internet sticks.

You need to setup usb-modeswitch.
