When I download and configure pentaho on my redhat server, it works on IE, but can't access by chrome with the admin account. you may see the attached pic below, loading all the time

This steps worked for me:
Stop the service
Remove/rename folder pentaho-solutions/system/jackrabbit/repository
Start the service
The folder is re-created at startup, no worries

Which mean that openAm try to log on it's installation dir but didnt have enough access rights to that dir (on windows usually "C:\openam\openam\log"). So maybe try to check this first.

I have spent hours to resolve this problem. This failure can happen for different reason. Like :
user who is running tomcat doesn't have proper permission to the configuration folder / directory (as mentioned by Kalem in above solution)
hostname is not configured properly
For me it was hostname issue, I was using linux (opensuse) and configured /etc/hosts. But if I try to see :~> hostname it was returning some other value. So I had changed the /etc/HOSTNAME file which the same hostname I mentioned in /etc/hosts file.
And it worked :)

This is the last step to success. But I didn't meet the same problem when I install it from web browser.

Since you can install it correctly from the web, my advice is that you install it from the web, then go to your installation folder, there is a file called install.log, which containes all the install log, and in the end of the file, you will find the installed configuration similar to the install configuration file you posted in your question, then you can compare whats went wrong.

Note - if i run the program JavaCANativeDispatcher on linux server by giving command
java JavaCANativeDispatcher it works perfectly.i only did for running this program -

Are you under the right context? OpenCms cannot find /.content/.config... I guess you really want to access /sites/default/.content/.config? In that case, set the site context in your OpenCms explorer:

Check if your in the right site
Check if you have the correct type folder, this will be subsitemap
Check you have the correct type in ".content" this have to be "content_folder" and the type for the .config have to be "sitemap_config"
Check if you have set the title on the elements type containerpage
