When we are trying to publish site to Azure from VS 2013 we are getting

I recently switched to ubuntu and when I installed and tried to create a connection on Oracle SQL Developers 22.2.1 I get a error
Status : Failure -Test failed: IO Error: The Network Adapter could not establish the connection
Ive tried changing the ports and switching between JDK 19,17 and 11 non of them seem to fix the error, all the guides that i can find on this error seem to be specifically for windows.

Moq 4.13 has a dependency on Castle.Core >= 4.4.0. Do you need your own reference to 4.4.1 for any particular reason?
Otherwise I'm seeing connectivity issues so I would be looking at that first.

NuGet.org have recently removed TLS 1.0 and 1.1 support, not sure if that's a cause in this case.
I am also getting this and found out that nuget.org dropped support for TLS 1.0 and TLS 1.1 on 15/06/2020. Now only TLS 1.2 can connect. If you use the -v verbosity 'detailed' option it tells you that it fails to make a secure SSL/TLS connection.
Recently I copied my project (ASP.NET Core on Visual Studio 2015) to a new computer. Everything is set up except that I can't seem to publish to the existing App Service without getting an "InvokePowerShell" error.
I have tried creating a new publish profile, resetting the publish profile for the App Service on Azure, running Visual Studio as administrator but no good. Anyone kindly have an idea how to solve this?

When trying to run a MapReduce job, I get a connection error.
How can I solve or further investigate this issue?
Details below.
Prerequisites:
Installed Azure Powershell and Azure SDK for VS 2015
Installed HDInsight Emulator for Azure incl. Hortonworks Data Platform
Started local hdp services (13 services running)
Connected Visual Studio to Emulator (had to follow troubleshooting point 2: replacing IP addresses in core-site.xml with '*' due to dynamic IP)
Created directories and copied text files as suggested
Problem:
When trying to run the first example, I get the following error:

The following worked for me:
Search for XML files containing <your own host name>:8020 inside the c:\hdp\hdp-<Version Number>\etc\hadoop\ folder. (e.g. EH3HOST:8020)
You should find at least
mapred-site.xml
core-site.xml
yarn-site.xml
Replace all occurrences within these files with 127.0.0.1:8020.
We untar spark-0.9.0-incubating.tgz and trying to build it for use with Yarn.

I have seen this reported in a number of places but no solution. Is this error because we are behind a corporate firewall, or is this due to something else? Please advise.
I had proxy set as environment variables, but it appears they are not being picked up. Adding them in sbt directly worked for me.
