I am using DraftSight the free CAD software from Dassault Systems. I have set up my print configuration the way I need them to be for my existing .dwg files. I would like to apply my new print configuration 'Portrait' as my default print configuration. As far as I can see there is no way to change the default print configuration. Can anyone explain how to do this?

I had trouble with this too. The documentation is quite poor but, there is an informative video here.
The print configuration defines the paper size, scale, what to print, etc. The defaults are apparently set for inch units, so if you are using mm you get a ridiculously small paper size. As you have found, you need to apply a custom print configuration to get it to display and print nicely.
It's quite easy to do this on the fly, but it's tricky to get it to work automatically. I managed to do it using the method below.
First define your custom print configuration. Open the Print Configuration Manager from the File menu or by right-clicking a sheet tab. Set up your printer name, paper size and a scale of 1:1. You can put mm next to the scale, but I don't think it makes any difference. In the config manager it's a good idea to set 'Show dialog box on creation of new sheets'. This means that every time you create a new sheet it will ask you what print configuration to use. This avoids getting the silly defaults each time.
You can now automate the process so DraftSight applies your custom print configuration automatically. Do this using the 'Assign to...' button in the config manager. This sets up a mapping between the name of the sheet and the print config. If you assign your custom print config to the default sheet names 'Sheet1', Sheet2', etc your custom configuration will be applied by default every time there is a sheet of that name.

I am running MATE desktop with 4 monitors. I maximize 4 app windows across these but my neutral neck/eye-line position is comfortable with the lower left one. Right now when I need to look at the other monitors I have to move my neck around (which I do not mind occasionally) but when I need to work on them I either move the window to my main monitor (lower left/3rd quadrant) covering up the original app that is displayed there, or just glance towards that monitor which is okay for a few minutes but strains my neck a bit if it goes beyond 5 mins or more.
the most efficient way I can think of this is to shuffle the displays around (clockwise or counterclockwise) via a key combination.
I am aware about SHIFT+Fn key+arrow keys which throws the active window around but this isn't what I'm looking for.
A bit of googling led me to xrandr commands which changes the display orientation but not (or I haven't found the command yet) the screen ordering. I'm not sure if I'm using the terms correctly thus it might be affecting the quality of the search results.

Is there any way to force Excel 2013 to open files within the same window instance?
I am extremely disappointed that Microsoft is forcing it's users to open multiple instances for every workbook they open. Why on earth would they take away this feature?
This is not making us more productive. Why don't we just start opening a new browser instance every time we visit another website?
I'm constantly opening CSV files throughout the day. I would prefer to have this consolidated to a single instance of excel and the option to drag a tab away from the window when I need a new instance. Microsoft please fix this!
Anyhow, if anyone knows of a hack to work around this I'd like to know.

Apparently, according to Microsoft, this is done by design. They are so excited by this feature that they have even created this blog article to show it off and explain why it's so great.
Unfortunately, there's no way easy or free way to achieve what you want, at least I'm not aware of one.
However, there's a website called "Extend Office" (I have no affiliation with them what-so-ever) that sells various Excel add-ins. One of the add-ins is called Office Tab, which seems to be able to do what you want. There's a trial version for 30 days after which you need to buy. Up to you if you want to go for it or not, I merely point out its existence and I'm in no way endorsing or discouraging it (I've not even tried it!).

I want to be able to parse the printer settings binary files that Excel saves inside xl\printerSettings\printerSettingsNN.bin inside the XLSX zip archive. Much searching for documentation avails little.
Is this a common format that I just don't recognize, or is it specific to Excel? Is anyone aware of where to find details on the format?
It looks to be a Windows device-specific structure, DEVMODE.

That means, in C# for example, you can make use of the PrinterSettings' GetHdevmode and SetHdevmode methods to interop with the structure.

Like the title says, is there a way to sort all tasks within swimlanes by priority?
I thought you could do this via the search box up top by putting something like:
order by: priority
however it didn't seem to do anything (I used the auto complete bits so it seemed right)?
As currently we have critical bugs down the bottom and minor cosmetics at the top and we dont want to have to keep manually sorting them for developers to pick up.
This is not quite what you are looking for, but may serve a similar purpose:
Create a board specifically for dealing with priorities -- I call mine "Priority Board".
Set the swimlane type to 'attribute'
Set the "Field to identify swimlane" to "Priority"
Checkmark all values in the "Field Values To Identify Swimlane" drop box, and click 'apply'
Voilà - Drag tasks between swimlanes to set their priority, and you have a nice clear view of the priorities and current state of various tasks -- unfortunately, their swimlanes in the normal view may not be so obvious.
Alternatively, you can set the field for color-coded cards to the 'priority' field. Not quite the same as sorting, but still visually obvious.

It's impossible to sort tasks by priority inside swimlane.
So you can only sort thru all swimlanes.
Also, I would like to recommend you to use following query another time, if you need to sort by priority:
sort by: Priority

After I have created a plot in Excel , is there a way to export the plot to SVG while retaining the explicit characters and vector strokes. (I do not want to have to capture the screen and export).
UPDATE: I do not want to export in some complex and potentially lossy format such as PDF or Word. The graphics strokes are there in PDF, I just want to get them out. Also I don't want to dump as CSV and replot using some other tool.
I think you have set yourself a very difficult task.
If you copy a plot area to the clipboard and look at the formats available with Application.ClipboardFormats, the only vector format offered is PICT. Perhaps this could be an avenue to investigate...
If you 'Print to PDF' you should be able to convert it to SVG-format. There's several converters online, I would use Adobe Illustrator though.
Copy it as a plot into powerpoint. Save in powerpoint as a emf. Open the emf in e.g. inkscape, then save as svg. Vectors are preserved.
2020 Update
This is now easily possible manually
Just right-click the chart and select "Save as Graphic" where you have the option to save as .svg.
Solution for VBA
Unfortunately, this relatively new feature is not yet supported by the object model. Chart.Export fileName:="MyChart", FilterName:="SVG" will result in an empty file as of now. Therefore, exporting with VBA is still very difficult and only possible by automating the "manual" method. I created a solution that is doing exactly that and tried to make it easy to implement in other code. For the full solution, check out this answer.
Save to PDF and operate it with InkScape which is totally free and sharing similar function to Illustrator.
Solution is simple, just copy and paste the plot to Inkscape. It keeps original size and all shapes are vectorized.
