I have some vertices' coordinates to build the graph which should look like this:
The problem is I don't know how to point those coordinates for Excel. They are something like this:
X Y
-----------
5 16
5 13
5 10
5 7,5
5 3,5
X Y
-----------
12,5 15
12,5 8
I know that it may be done easily in OpenGL for example but now it is necessary to implement it in MS Excel. Is it possible by using its diagram tool?

I am not sure what you mean by diagram tool but a very basic example using an inserted Scatter with Straight Lines and Markers chart:

When I type 0.000, I want the cell to display "0.000" and not "0". How do I stop all of this ridiculous autoformating in Excel.
It is not ridiculous, it is likely the way MS designed it, thinking it will be comfortable for most users (sometimes I disagree with the design of MS, but perhaps not this time).
You have to set the number format to Number, and then set the number of decimal places to 3.

When the last command lists the entries, what is the default format at the duration? For example: if I have an entry with a duration such as (03:43) does that mean that the user was logged on for 3 hours and 43 minutes?
And if there's an entry with a duration such as (3+02:56) does that mean that the user was logged on for 3 days 2 hours and 56 minutes?
Yeah, for every OS I've used, duration: (days+hours:minutes)

How to configure cards in youtrack agile board to show more than 2 custom fields at the bottom line?
I want something like this:
It's not unfortunately possible at the moment.
As a workaround, you can switch to Edit issue mode on the board, by either double clicking the card or with F2 key.

If I have two percentages e.g. 67% and 80%, I know that I can create a stacked column graph. However, it either adds to 100% or >100%. What I would like to know, is if there is a way to have a column graph with two values, where the 67% is inside the 80% as a different colour and the 80% represents the final 13% on top. This means the total would be 80%.
Yes, plot the increment:
However since I see no programming involved seems Q would be better suited to Super User (where it might soon be migrated).

Blender 2.68-4
Linux peppermint os 3
Toshiba tecra m1 with Trident Cyberblade
Everything seams to work properly, I get fully functional UI, but in the work space there are only points with orientation arrows, they react as if there wore objects but neither objects nor the grid shows up. They appear in the render thou.
It sounds like you have zoomed way out from the objects in your scene.
ShiftC will reset the 3dcursor to the centre and reset the view.
. on the numeric keypad will zoom into the currently selected object.
Also there is a blender.stackexchange for blender specific help.
