I am using Windows 7 Professional. When I am trying to start DefaultAppPool in IIS 7.0, I am getting error -
Service WAS was not found on computer '.'.
Is there any changes in setting need to be done?

I am recently having this error when trying to access google (and google only).
Any idea what the problem is?
It's telling you to fix your clock because it looks wrong.
Also try to clear your cache and cookies and try again.

I'm using a virtual machine from a Provider. As soon as i log in to that machine they display their policy as a banner. How could I remove that?
Edit the file /etc/motd using any text editor.

I then get that the hard limit has become 1..is there an easy way to "reset what i did"? This is a server I have logged onto via ssh.
Log out and log back in again.

You should read the Ubuntu server guide. It will probably answer most of your beginner questions on getting your web server setup (including the question you asked, which the guide states is in /etc/apache2/).

Could I access the file like this /usr/local/cpanel/img-sys/ by using FTP/sftp software?
its simply path from home in linux
sftp is protocol for file sharing
