Can google not handle S3 docs?
Google Docs Viewer has a limit of 2 Mb for PDF files.
If your document is larger than that you will get this error.

This page of the Graph documentation says that it is possible to "Upload a custom thumbnail for an item", shows how to download standard and custom thumbnails, but doesn't say how to upload one.
This post talks about the folder _t containing the custom thumbnails, but I haven't found any documentation of that folder.

While creating knowledge base in dialog flow from URL, I am getting message "Error". However I am able to see FAQ which are on this URL when opening in browser. For reference please find below screenshot below, If feasible suggest how can I find exact reason for this error as dialog flow don't give any other relevant error for this.

The full error message is the following:
"Failed to crawl https://www.owens.edu/faq/early-alert. Please verify that your URL is publicly accessible and is hosted on a site that can be indexed by Google Search."
I have tested the FAQ page you shared and by using the "Developer tools" of Chrome, I was able to see that error message. I suggest you to take a look at the "Supported content" documentation for knowledge bases in Dialogflow. In there, you can see the following statement:
Files from public URLs must have been crawled by the Google search indexer, so that they exist in the search index. You can check this with the Google Search Console. Note that the indexer does not keep your content fresh. You must explicitly update your knowledge document when the source content changes.
Therefore, make sure to meet all the requirements listed there.
Our app implements the Google Photos API to allow our user to select the images from their Google Photos album and then edit them.
However, in some cases, the image retrieved from Google Photos API (with URL as BASE_URL=d) is corrupted, i.e., part of the image content is grayed out.
We can't replicate the issue on our phone, so it is difficult to tell whether the image data is already corrupted in the Google Photos album, or the data becomes corrupted during the internet transmission.
We've also implement the jpg data check (SOI = 0xffd8 and EOI = 0xffd9) for the download image data. For a jpg source that is originally corrupt (i.e., SOI = 0xffd8 but EOI != 0xffd9) and then upload to Google Photos, the corrupt criterion can be correctly triggered for the download data via Google Photos API. But for the jpg images that the contents are partially grayed out as mentioned in this issue, the criterion is never triggered.
Before using Google Photos API, we've used Picasa API for about 2 years. And the corrupt image issue never happens. Does anyone have the same issue with Google Photos API?
I'm having a similar issue through the Google Photos web site and contacted support about it. They said this is a known issue that started Mar 20th and that engineers are working on it.
More detail about what I ran into: I uploaded a photo via Backup & Sync (their desktop sync tool), which puts them in Google Drive, and have it set to replicate all pictures over to Google Photos. The photo looks fine in Drive, but the version in Google Photos is corrupted with a large block of the photo being a solid color.
I'm creating a application form, where users input their info, and after submitting, the form "generates" a google doc with those information and sends that document to my email. That works fine.
My problem is this:
I also need users to upload their picture, and then I have to include that picture inside of that google doc. Can you please help me solve this problem?
my internet connection doesnot allow me to reach google drive. Can I still view a google doc if I have its URL ? Or can I save it as a doc or pdf ?
Viewing directly with the URL is working for me. You'll have to log in, of course.
Once you're viewing the file, you can select "Download As" from the File menu to save to one of several formats, PDF included.
