I have a client who has content that he wants to publish on the web (and potentially for iPad). He wants the viewer to pay to subscribe for the content.
Is there a service out there I can integrate with to for handling the accounts and collecting the monthly subscription fee (using credit cards or something else)?
There are several services out there that can help you with this - Recurly (where I work), Chargify, CheddarGetter, Spreedly, etc. These services handle the recurring billing aspect, customer management, email communication, following up with failed payments, etc. You'll also need a payment gateway (to process the cards) and a merchant account (for the payment gateway to deposit the funds into).
Authorize.net and PayPal both have recurring billing features, but the logic for upgrading/downgrading accounts is not there or difficult to use, and you'll still need to handle customer communication for failed payments and other actions.
You need to use a payment gateway here, which will be responsible for handling the transaction between your site and the many different payment networks. There are a lot of operations happening in between, so you might want to check out the wikipedia article for a step by step information on that.
We personally use authorize.net in our company for many of its advantages, some of which are:
It has an API that makes it easy to integrate with any language.
It is a trusted brand already, proven by the number of merchants that use them.
It is secure.
It provides the service with a reasonable price.
Most of major payment gateway providers do support recurring billing or subscription plans, paypal,authorize.net etc, most of the time you have to log in to your account admin console and configure a plan, and send the payment plan id with the payment request to the payment gateway. some payment gateway providers, like Braintree supports to create recurring billing plans dynamically and assign users to that plan at the run time it self, how ever it's always better to go for a local payment gateway provider or a payment gateway which provides low fees, if your preferred payment gateway provider is not supporting recurring billing anther options is to store cc details on the server and and handle it your self but it's a great risk to store cc details on the server, and you will have to follow PCI standards and it's hard.

I develop and host a SaaS business that bills most customers directly, and that is a normal basic use-case with Stripe.
However, I also have a reseller that handles the billing relationship for those mutual customers. Since I host the SaaS service, all signups and subscription changes run through my software, and I'd like to use Stripe to track those customers, and create an invoice for each one of what the reseller owes us for them. Then I'd like to be able to charge the reseller's credit card once to pay for all those customers' invoices in one transaction. Is that possible?
Stripe Connect seems to serve the general need for handling these types of multi-party transactions. But I don't want to require the reseller to use Stripe to bill their own customers.
It seems maybe it could work if I created a single Stripe customer for the reseller, and then create a subscription for each of the reseller's customers under the reseller's customer resource. But it's not the canonical way of doing it, and I think I'd prefer a Stripe customer resource for each actual customer.
Although it might seem I could just collect payment from the reseller, and then mark all the customer invoices as paid offline but that seems it would double book revenue. I definitely don't want that!
I'm hoping someone might have a suggestion about the best way to accomplish this.

We are developing an application for restaurant usage, in that we have integrated Stripe Payment Gateway. Our application is having 3 types of users, Admin, Restaurant and Customer. Admin will take a charge from Merchant for using the application in each order they place through the application.
To manage this Payment Transaction we have used Stripe Connect, for example, if Customer is paying $2 then admin will take $0.5 as an application fee, and the merchant will receive the $1.5, but here the question is who will pay the Stripe Charge. We need that, Merchant will bear the Stripe Charge.

You should review the different types of charge flows available when using Connect. Based on what you've described, it sounds like you want Direct charges, with the fees paid by the connected account, but it really depends on the details of your business. You can review the fund flow diagram to see if it matches what you need.
I have a subscription, I collect card details on signup with a 7 day trial, after which the subscription bills monthly.
From what I understand the subscription API is not SCA compliant. Instead
An off_session payment Intent must first be setup when collecting card details.
At the end of each month a scheduler must be triggered to attempt to charge the registered card.
Is this the case? Am I now responsible for scheduling payments?

For those who want some starter code, I created a working playground here with subscriptions, frontend (react) and backend (express) on glitch.
It's not true that Stripe's Subscription API is not SCA-ready, it is, and you don't have to set up your own scheduling like that. The docs you linked to are generally aimed at processing one-off payments(like saving a customer's details and then allowing them to use them again when they re-visit your site to purchase something new, for example) as opposed to recurring ones.

While the customer is on-session on your payment page, you collect card details and create a subscription for the customer, which will generally attempt a payment for the first billing period. You then check the status of the subscription after it's created, and handle the outcomes:
the subscription is active and the payment was successful, so you can proceed with provisioning your service to the customer.
the subscription is incomplete — for SCA purposes, let's say this is because 3D Secure authentication was required for that first payment. In this case, the latest_invoice of the subscription exposes a PaymentIntent property, and you use that PaymentIntent in conjunction with your frontend code using stripe.js to walk the customer through authenticating the payment, and that activates the subscription.
the subscription is trialing — if the subscription doesn't involve an initial payment, like when using a trial period for example, you can also check if the subscription has a pending_setup_intent. You can use this on your frontend to have the customer complete a 3D Secure authentication, so that future payments(like the first one after the trial) are more likely to successfully claim an exemption and not require having the user authenticate at that point.
You can also instead use Stripe Checkout to easily collect payment details and set up a customer and subscription for you, while also handling any initial authentication that's needed : https://stripe.com/docs/payments/checkout/server#create-subscriptions
As for the recurring payments, Billing can handle that for you. You can configure you settings to automatically email the customer to complete 3D Secure if it's encountered on a recurring payment. So you can absolutely build an SCA-ready solution with the subscriptions API on Stripe.
I am currently developing a marketplace type of website. When it comes to handling payments, I would like to be able to charge customers on behalf of sellers.
Which payment gateway API should I use (if this is even possible)? I am using React and Node.

I can find a good payment solution for my site and recurring payments. I've been looking around but can't find any great way of doing it.
On our site our customers are spending virtual credits. The charge their account with new credits when their credits are out. We want to provide them with an automatic refill functionality but we do not want to deal with all the PCI-DSS problems that comes with it.
Basically I'm looking for the following functionality:
The payment provider should expose (secure hosted pages) where the customer provides all credit card details.
My site loads the hosted pages with some customerID (to be able to map tokenID with customerID in the last step).
When the customer has registered his credit card details the payment provider sends a notification to my site that credit card details has been tokenized with a tokenID for customerID.
In the future I charge my customer with an API call:
API::charge(currency,amount, tokenID);
Is there any payment providers out there that can do this?
You can't use a normal recurring billing system if the amounts change from cycle to cycle. The best you can do is use a service like Authorize.Net's Customer Information Manager (CIM) to store the credit card and billing information for you and then you create your own scheduling engine that charges against the payment method you have stored for them using CIM. CIM also allows you to make off-cycle payments at any time as well.
