I tried --extra-include-dirs and --extra-lib-dirs. but they didn't work. so I edited the .cabal in Codec-Image-DevIL-0.2.3.tar.gz. I don't know if I'm even supposed to change that. but it worked for pthread.
I added these two lines:
include-dirs: C:\Users\Rumbold\Documents\libs\IL\include, C:\Users\Rumbold\Documents\libs\pthread\include, .
extra-lib-dirs: C:\Users\Rumbold\Documents\libs\IL\lib, C:\Users\Rumbold\Documents\libs\pthread\lib, .
They are indented so they are in the Library section. I don't know if I got the format for lists right, just something i stumbled upon while googling. The libs and `header files are all in the correct place, I think.
any clue how i can get it to work?

I got it to work with --extra-include-dirs and --extra-lib-dirs, so I don't need to edit the cabal anymore. but IL still doesn't work. is there a way to find out which files it's looking for?

Alright it works. I had to rename DevIL.lib and DevIL.dll to libIL.lib and libIL.dll. (not sure if I had to do both, but that's what I did. also kept them under their old names)

I try to build qhull from hackage and get the error

The file is in the Cdir and the relevant parts of the cabal file are
include-dirs: ./Cdir
C-sources: ./Cdir/libqhull_r.c
, ./Cdir/geom_r.c
, ...
The file qhull_ra.h is not listed as C-sources, because it is a header file.
I did not write the code and are not experienced with including C code into haskell packages. The failure occurs sometimes and sometimes not, but I cannot tell when. What is wrong? I want to upload the package (authorized by the author); what do I have to change to make it compile with cabal install?
I've noticed that cabal install is (since recently) much more strict than cabal build when looking for files. So, I believe here the problem is that your include files are not being picked up by cabal.
I think you can fix that by listing your header files in a includes: field. So at least:
include-dirs: Cdir
includes: qhull_ra.h
c-sources: Cdir/libqhull_r.c
, ...
I am attempting to set up a new Stack project on NixOS with GHCJS as the compiler following the instructions at http://docs.haskellstack.org/en/stable/ghcjs.html
I have included in my stack.yaml file the following lines of code (all on one line because tab spaces seem to give issues):

the first error is because of a basic syntax error in your YAML configuration. The correct version would be:

The second error is because of exactly what it says: you are lacking the make utility. You need to use your Linux distribution's package management system to install make. Since I don't know which distribution you are on, I can only recommend simply executing the $ make command and seeing if the environment is smart enough to point out which package it can be found in. Ubuntu typically does that. Then it's only a matter of apt-get install-ing the package, or possibly yum install-ing on e.g. CentOS and Fedora, etc.
P.S. questions like yours normally get a downvote for not having shown sufficient effort in diagnosing the problem (or for putting 2 totally separate problems under a single question) but I'm giving you the benefit of the doubt and just hoping you'll be tidier next time.
I'm using Ubuntu 14.10 with GHC 7.6.3 and cabal installed via the Ubuntu package installer, and trying to use the Heap data structure, which I naively installed using:
cabal install heap
As soon as I started importing the library into my code, I got the following linking error:

This answer notionally explains what to do, but the instructions are not specific enough for me to follow.
How do I get Heap to use primitive-0.5.2.1 (I'm assuming that this lightly used library is the one that is out of date), or should I be doing something completely different?
One solution might be to specifically install an earlier version of heap:
cabal install heap-0.6.0
You might have to first unregister heap-1.0.0.
Another option is to blow away your ~/.ghc directory. Of course, you will have to reinstall cabal packages.
I think the best option is to start using cabal sandboxing for your projects.
Edit: heap-1.0.0 contains QuickCheck tests and thus brings in all of the QuickCheck dependencies. To install that version without QuickCheck, try this:
In a new directory, run cabal get heap-1.0.0
cd heap-1.0.0
Edit heap.cabal and remove the Build-Depends: line

I am new to haskell, and just can't seem to get past this. I've tinkered with my .cabal file all I can, and the sub dependency fails on Travis every time.

If a build fails while resolving a dependency, it's worth having a look a what version of that package gets installed. Normally, cabal should default to the most recent possible, which if well-maintained should install fine. Older versions do of course often mean trouble, if some dependency of theirs has now a newer, incompatible version installed.
In your case, cabal tried to install the somewhat ancient monad-parallel-0.5, which imports a module that doesn't exist in transformers (namely Control.Monad.Identity). The more recent version 0.7.1.2 does not try this and thus builds successfully. You can force such a recent install by giving a lower bound to the dependency in your .cabal file, in this case monad-parallel >= 0.7.
I'm currently trying to use pandoc (as a Haskell module, not as a program) to convert MediaWiki text to other formats.
Let's assume this program:

When trying to reproduce this issue on other computers, only 2 out of 5 computers had this issue. On both of them I installed cabal packages in about the same way and order.
In retrospect I assume this issue arose because of some broken packages wreaking havoc:

Note that neither pandoc nor yaml (I installed it after asking the question and had the exact same issues as with pandoc) are listed there.
For users also having a similar problem, please ensure:
The package is installed and you're not inside any sandbox where the package is not installed.
In the directory where you're executing the test script, ensure that there is no Text/Pandoc folder (or equivalent, depending on the package causing the problem
Run your test script with runghc -v to check if it searches the proper directory
ghc-pkg list lists your package as installed, and no packages are broken (use ghc-pkg check to check)
I solved my problem by renaming ~/.cabal and ~/.ghc. Note that I did this lacking a proper solution, I think you should only do this as a last resort.
