I just recently had problem accessing the getSizes API. I tested it in flickr api site and it returns empty string.
My security setting is set to public. Are there any changes or should I do that I missed. This just happened recently.

Has anyone encountered this error when attempting to upload to the chrome store?

You may probably want to first try the suggestions in this SO post. As mentioned in the thread, Google doumentation recommends logging out and back in with the account you wan to use to publish your app or extension. Also, you might need to also accept the terms of service on the Chrome Developer dashboard.
In addition to that, I also found about a similar issue in Google Forum wherein it was mentioned that there has already been a filed bug which you can star for you to receive email updates. This is a bit old issue but, checking the thread, it hasn't been resolved yet.
I was searching for a way to get some information from chrome webstore (I have couple of extensions there) specifically feedbacks from users and user count. And I would like to do something with that data.

but couldn't find anything.
found launchkit which does same thing, but for appStore

The closest I can find out is chromebeat and my extensions I would have to figure out how this works without an existing API and write my own after that I guess.
I am very confused as to how the API of DocuSign works, I tried looking it up here:

You can also look at the API Recipes to see some starting examples of what you can do in any language. I believe VTiger is written in PHP so you can find the PHP code to copy and paste to get you started.
I've been using Scribd secure and their javascript/PHP api for few years. I've made a custom upload page where I upload books and automatically disable printing/downloading/copying, because this is what my client wants. Those books are then embedded into a page on my site.
I was never really satisfied with Scribd API and their 'iPaper secure' because it is not really secure but I wasn't able to find better solution for displaying documents to registered members while restricting save/copy/print. And Scribd developer support was very bad. But I lived with that.
Unfortunately, I just noticed that printing is no longer disabled on my 'secured' documents, because Scribd removed this option almost 3 years ago, without my knowledge :)
Please, does anybody know of any way for me to host books 'securely'?

There are several PDF to html converters which would allow you to put the content on your site (with full control) or you could use something like PDF.js to display files.
recently there was a section at foursquare.com website with the list of all applications. However now it is not accessible for some reason. I even have the link stored in Google Search results with guide to foursquare "page not found" error:
