Modifying the webparts on a users mysite - sharepoint

I need the ability, as an administrator, to go to a users My Site and change the webparts they have.
I can seem to find a way in the UI or find anything from Google.
Ideas?

The simplest way to change the My Site web parts for a single particular user, is to log in as that user.
Click "Welcome FirstName LastName" in the top-right corner of your SharePoint site.
Click "Sign in as a different user". Then fill in their credentials.
Click the "My Site" link in the top-right corner.
Adjust web parts as necessary.

Sharepoint online Site Permission

I created a publishing site in sharepoint online and provided unique permissions. Two users (one internal & other external) provided full permissions. Internal user can access site but external user can't access site. Can anyone please assist what is the problem ?
The problem is solved now. The problem was that there was limitation of external domains in site collection feature. If want to limit external sharing of site, follow below steps:
1- Got to https://portal.office.com and click on Admins.
2- Click on Sharepoint in Admin Centers.
3- Click "More features" in left side.
4- Click "Open" on "Classic site collection page" in right side.
5- Select the site collection of the site and click on Sharing.
6- Go to Site Collection additional settings and add gmail.com (if there is already domain added, put space between two domains).
7- Click save button.
Now access the site using external user account.

How do I remove the "Welcome to the developer portal" section of APIM's Developer Portal?

On the developer portal's home page for my APIM instance, there's a section in between the section links at the top of the page (HOME, APIS, PRODUCTS, APPLICATIONS, ISSUES), and the Welcome page content below. It looks like this:
I can't find anything for it in the Publisher Portal. In the Manage Content section, there's the Welcome Page, but that just defines what's under this section I want to remove. In the developer portal, there's no template category that seems to map to this. Is there any way for me to get rid of it?
In Developer Portal, go to Administrator -> Manage -> Widgets (from left nav) and choose "Home Page" from Current Layer dropdown and click SHOW.
Page will refresh and display the current layout of your home page [of dev portal.]
Section you're looking to remove is the one called "Banner" which is in the Featured section so you can just remove that.

How can I remove "Select" / "Add Web Content" buttons so that user cannot change content of web content display?
I have removed all permissions except View for User for site page and web content display but I still can change web content when I login with user account. Web-content should be selected by admin only and not user.
Please advise.
It's hard to say what goes wrong with the information you give. One possibility is that the user account you sign in with is a "Site Administrator" or "Site Owner" - in this case, they'd have permission to administer content in that site by default. If you make that user account just an ordinary "User", the permissions should disappear.
If you have custom roles, note that the "Define Permissions" section for roles has multiple occurrences of "Web Content": See the intermediary headers for "Content", "Applications" and "Control Panel". You'll find the relevant parts in the "Content" section.
Page permissions have nothing to do with permissions to content like WebContent.

Customize quick launch menu and site action menu in My Site

I've been asked to customize the following:
In the left quick launch menu, is it possible to remove these menus: Documents, Lists, discussions and Sites? These menus need to be remove/disable/hidden by default when the user creates it's My Site.
In the site action menu, is it possible to remove/disable/hide the Create menu, so the user can't create any kind of subsite, lists, etc..?
I'm working with MOSS 2007.
As you are using MOSS 2007, you can customise the menu on the left by going to Site Actions -> Site Settings and Navigation in the middle.

Create rights are based on the roles assigned to the user logged in, so not giving the user create rights should remove this from the menus.
