I don't understand the initial warning. When looking at the regex-posix package's dependencies, it does list base (>=4.3 && <4.16) as a dependency, but where does the <0 come from?
I've set the resolver to LTS 18.0 in stack.yaml:

According to the documentation of LTS 18.0, it uses base-4.14.1.0. If the versioning is lexicographic, I'd think that 4.14.1.0 fits the range that regex-posix requires (if we, for a moment, ignore the strange <0 constraint).

FWIW, it's not that I care much about regex-posix in itself. In reality, I'm trying to set up a test project, and test-framework depends on regex-posix.
How can I resolve this issue so that I can compile my code?
The error is not about the version, that is just a warning. The real error is about a missing "regex.h" header for the underlying C library. That header is almost always present on posix platforms (like linux), but not on Windows. See https://github.com/haskell-hvr/regex-posix/issues/4

I assume, given when you posted this question, you are using LTS 18.17. Looking at that LTS, it uses mintty 0.1.3. Looking in mintty 0.1.3's cabal file shows a special flag that is enabled by default that means that System.Console.MinTTY.Win32 is not included. The comments in that cabal file say that that flag should be used when using Win32 2.13.1.0 or newer.
However, when I look at LTS 18's configuration in Stackage, I can see that it is using Win32 2.6.2.1, so that flag ought to be set to false for this package to work.
So let's check that in the Stackage build constraints. I see that another flag is being set, and it seems to be an old flag that is no longer used (looks like it was used in an older 0.1.2 version). This must be the problem.
The solution: manually set the flag in your stack.yaml:

For a new project, I have been trying to build the threepenny-gui package, something which I have done many times in the past without any trouble. This time however, I ran into an unusual error message:

Now, a quick Google shows that this error message has been seen before — in 2010, after which it was fixed with a GHC update. I tried changing GHC versions (that output above was with GHC 8.8.4), but it didn’t work with 8.8.3 or 8.8.2 either. I also tried deleting regex-posix¹ and reinstalling it again, but that didn’t work either. At this point, I must confess that this error has completely stumped me; does anyone else have any idea what might be causing it, and if so, how can I fix it?
¹ Specifically, I removed C:\sr\snapshots\14724cfd\lib\x86_64-windows-ghc-8.8.4\regex-posix-0.96.0.0-11M5Q2Uki3ACYikP2WXOuq and C:\sr\snapshots\14724cfd\pkgdb\regex-posix-0.96.0.0-11M5Q2Uki3ACYikP2WXOuq.conf, and did ghc-pkg unregister regex-posix.
This turned out to be a problem in regex-posix rather than threepenny-gui. This issue could be fixed by enabling the Cabal flag _regex-posix-clib. To set it, I first needed to unregister the previous version of regex-posix:
> stack --resolver lts-16.23 exec -- ghc-pkg unregister regex-posix-0.96.0.0 --force
I then needed to rebuild it with the correct flag:
> stack build regex-posix-0.96.0.0 --flag regex-posix:_regex-posix-clib --resolver lts-16.23
After which stack build threepenny-gui --resolver lts-16.23 was successful. (For some reason, I needed to specify the resolver explicitly in these commands.)
I followed the instructions here http://www.euterpea.com for installing Euterpea (a domain-specific language for computer music applications embedded in Haskell), and I received a message that certain packages and things failed to install (see the code below). How can I install the remaining packages?

The errors you were getting on the Stack install ("PortMidi must match ==0.1.6.1, but the stack configuration has no specified version") indicate that a package you're using requires a particular version of a library, but the package repository (LTS snapshot) doesn't contain that library, so you need to specify it explicitly. Stack then prints which library and version is missing, so you can just keep trying stack build and adding the libraries until the build succeeds.
We use LTS 12.26 here, but by adding the extra-deps packages as described above, you should be able to get it working on any LTS.

Troubleshooting
If you get an error like *** Exception: No MIDI outputs!, then you're not running a MIDI synthesiser (see below). Make sure you run it in the background (eg. in another terminal).
If you don't get an error but there's no audio output, try running devices in GHCI to see what outputs are available, and then use playDev x instead of play, where x is the OutputDeviceID of the synth input port. Eg:

If you run devices and don't see any synth input ports, but you have fluidsynth running in the background, then you might need to restart ghci and try again.
Running a MIDI synthesiser
Here's a quick step-by-step to get Fluidsynth running on Debian (with guesses at a Mac setup along the way).
Install fluidsynth:
On Debian this is sudo apt install fluidsynth, on mac it could be brew install fluidsynth - there's quite a few articles on how to do this, just google it if in doubt.
Run fluidsynth:
On Debian using ALSA this is
fluidsynth -s -a alsa -m alsa_seq /usr/share/sounds/sf2/FluidR3_GM.sf2
Instructing fluidsynth to run in server mode, use alsa as the audio driver and alsa_seq as the MIDI driver, and use the soundfont FluidR3_GM.sf2 (should be installed as part of the fluidsynth install).
On Mac, it seems like the correct commandline is:
fluidsynth -s -a coreaudio -m coremidi /usr/share/sounds/sf2/FluidR3_GM.sf2
If you can't find the FluidR3_GM.sf2 file then it's likely it's been installed in a different location. As a last resort, you can just download a soundfont file and use that rather than the one provided by FluidSynth.
After running this, you should be given a prompt and maybe a few warnings, and fluidsynth will be running. Make sure it's running before using Euterpea, and keep it running while using Euterpea.
I'm new to Haskell but I want to try and write some OpenGL experiments in it.
I've successfully installed OpenGL, GLUT and a few other packages but when I attempt to install GLUtil I get the following error:

I tried using older versions of GLUtil and its dependencies but it always ended the same way and I eventually just cleared and reinstalled the Haskell Platform (I didn't know about sandboxing).
One thing that stands out is that -includeC:\Users\Dav... looks to me like a typo, as if there should be a space between -include and C:\... but I don't know how to change this. I couldn't find CmdLine.hs, just the interface file CmdLine.hi which yielded no results.
Does anyone have any advice on how to remedy this?
It appears that there should be a space between the -include and the file name.

It assumes you are using GHC 7.10.x or later.
The steps to remove the dependency on CPP were:
files JuicyTextures.hs and ShaderProgram.hs just use CPP to include Control.Applicative for older versions of GHC, so I just commented out those lines. Also remove CPP from the LANGUAGE pragma.
Linear.hs uses CPP to generate code. You can create the pre-processed output with:
gcc -E - < Linear.hs > new-Linear.hs
Then remove lines beginning with a hash (#) and remove CPP from the LANGUAGE pragma.
in GLUtil.cabal comment out/remove the lines:
