We can't change the WIT in hosted templates like Basic,Agile...processes. But we can create inherited process from Basic,Agile... and change the WIT in them(inherited ones).
In Azure Devops Service(online), we can navigate to Process related settings in Organzation Settings=>Boards=>Process, there exists several hosted templates like Basic, Agile,Scrum...
If current organization is created in Service online, these WITs in those hosted processes can not be modified. See:
We need to right-click ... and choose create inherited process and the inherited process is something we can use to change WIT, see:
In addition: If your current organization is migrated from tfs's collection, you can change the WIT by modifying the xml.

I am trying to deploy an on-prem instance of Azure DevOps Server to a VM in an Azure Government subscription (which by nature, seems it does not support standard DevOps).
This template is referenced within support material directly from Microsoft:

All the referenced resources were created from scratch for the purpose of getting this server running.
This requires an AAD account with the associated password stored in a Key Vault. However, every attempt I make to run the template returns the following error on the 'Write VirtualMachines' step (when all other components pass):
The client has permission to perform action 'Microsoft.Compute/images/read' on scope '(MY_SUBSCRIPTION)\(MY_RESOURCEGROUP)\(VM)', however the current tenant '(MY_KEYVAULT)' is not authorized to access linked subscription '(ID in the template with the deployment files)'
This seems to me like the password cannot be retrieved from Key Vault- is it a formatting issue with the Secret? An access control issue somewhere? I've tried many various combinations of both. Hopefully this is just a trivial issue..
I am the original author of the code in that repo. I went ahead and merged a pull request into that repo which should address your issue. I did the following:
Updated the ReadMe file to include information on creating the image
Updated the azuredeploy.json with parameters for Key Vault & image references
Updated the ps1 file to eliminate hard links for KV (a particularly bad oversight on my part, my apologies).
Updated and tested everything for the latest version of Azure DevOps Server 2020
This should fix your issue and several other related ones. I retested the entire deployment from scratch and it worked as designed. A couple of other quick notes:
The USRI and all of it's repositories including the one being utilized here are not Microsoft official repositories. They represent an open-source Azure community dedicated to regulated entity customers. The members which contribute there are mostly Microsoft employees and the repos themselves just represent interesting and sometime niche templates that might be of interest.
This particular repo shows a manner in which Azure templates could be used to deploy services when no internet connection is available or permitted. I just used Azure DevOps Server because it was interesting and regulated industry customers use it.

When attempting to deploy changes to an existing Data Factory on Azure from Visual Studio (2015), I am presented with the below screen where the drop down on the 'Use exisiting Data Factory' option is blank. I should be able to see a number of DF's.
I have access to the relevant subscription and right to deploy, however not entirely sure why it doesn't display the existing data factory.
Any idea why?
I'm having the same problem. You need some permissions on the Azure subscription, but I've never figured out which ones exactly. I think you need subscription admin or something. Since I wanted to have automated deployments I ended up with a PowerShell script to do the deployment. For a powershell deployment, this page should get you started.
I'm trying to create a build in Team Services (Visual Studio Online) but am having a few issues.
My first step is to create a new build and I've selected the template Deployment -> Azure Web App
Then in the build step for Azure Deployment I need to select my Azure subscription. This list is currently empty so I select Manage to add a new one.
Following the instructions here I try to add a new endpoint but it says to select the one called 'Azure' but in my list I've got 'Azure Classic' and 'Azure Resource Manager'. Which one should I use?
I've tried 'Azure Resource Manager' and used the details to generate service key etc using the Powershell script as said in the previous link. Now the status just stay at 'Connecting to service using Service Principal' and is not selectable in the list.
How do I get Team Services to see my Azure subscription?
I must say, I've found the documentation for this a bit lacking in that a lot of the Microsoft sites still use the classic portal or older versions for the sites.
Starting from the end of your question, one of the reasons of that is that some functionality is not available yet on the new portal. As far as i know, all of the functionality should migrate to the new portal in a future.
For Azure Web App, please add the New Service Endpoint using classic mode (and i prefer to do that using certificate - very simple). Then, when adding the web site as the build step (for example), select your added subscription and you should be good to go.
When configuring continuous deployment in Team Project with http://portal.azure.com, I receive the following error:

There is nothing wrong in the process of what you are doing, but this is indeed a bug where the new portal.azure.com fails to provide you the right blade containing your existing websites to configure continous deployment.
As you can see, this is a fairly regular error that others are experiencing throughout the whole portal experience.

There might also be an issue connected to which subscription level you are currently using (ex. BizSpark, Dreamspark, Pay-as-you.go etc.) which makes the portal fail in specific areas because of the former.
Provide adequate details for your subscription level to the Azure support team (create an incident), and they are your best bet at getting through with Continuous Deployment in the new Azure portal.
I currently have a Web Application and SQL Database instance published on my own personal Azure trial subscription. However the app is now finished and I want to hand ownership over to the person I am creating it for. So I want to publish it to his Azure subscription, so he can look after billing, monitor, and have ownership of the application etc.
I asked him to add me as a user to his account, and now I see his company name listed as a 'Directory' from the portals home page (along with my Default Directory, my Web App, and my SQL Database). I don't know how to proceed from here. I want to be able to Publish it from Visual Studio 2013 - then run my code first migrations to create the database, all to a location that his company and not me is responsible for.
Is my approach to this wrong? In a general sense, how do you develop a test application (and test it in Azure) and publish it for someone else on Azure?

But if I just transfer the app I wouldn't be able to make changes in VS and re-publish it, for example.

I found this article on Migrating an enterprise web app to an Azure service. Would it be possible to Publish the app to my local dev machine (with local database), then use the Migration Assistance to move it to Azure? Obviously to do this I would need my clients Microsoft ID and password to log into his subscription which is not ideal.
You will first want to make sure that the subscription appears in your "Subscription list" in the top right corner and is selected.
I am assuming you have connected your VS with your Azure subscription and are able to publish your app to your subscription from here, and that the new subscription is "missing" from your selection. But now you have been added to a new subscription but have not updated VS. Remove and readd Azure Subscriptions from VS. This should require you to log into Azure, and should pull updated account information.
Now when you Deploy your app, you will be able to select which Subscription you want to deploy it into.
