We are looking for a Chat SDK and need it to be both HIPAA and GDPR compliant. However I can't seem to find information on whether or not Stream is HIPAA/GDPR compliant on their website. Could someone answer this for me and/or point me to some documentation? Thanks in advance.

TL;DR: no IG API, origin policy is the IG app itself.
I know for the moment I they don't plan on offering that functionality, though I expect chat API to come through by the end of the year or in 2019, unless there's a major overhaul of the Live section of the app.
IG Live is an experience made for the typical Instagram use case (mobile phone with the app installed, a camera and internet connection).
Considering the recent release of IG TV, there's definitely a chance they're looking at extending APIs as tech companies generally support programmatic content gymnastics.
You can integrate your software/service with 3d party service called Instafeed.me
Here is the API documentation. You can create/start/stop broadcast, get stats/heartbeat, comments etc.
I have a simple question concerning the Spotify Web API.
Is it legal to retrieve data from this service as a base for my app which then should be commercial?
Without going too much into detail: I use the information to present the user an extra service based on this information.

Reading further,
following are the only commercial uses of Non-Streaming SDAs

sale of, or sale of access to, a Non-Streaming SDA (including any e-commerce initiated via the Non-Streaming SDA);
You should better carefully read whole terms of use and consider your use case.
I am interested in building a tool that allows business to manage DMs from a web app.

Currently, there is no API for Instagram DMs. There has been no mention of opening up in the future, either.

For that I need to access the raw audio, the waveform, and analyze it.

I know that with "libspotify" you can access raw audio. Can you do the same through the spotify apps API? And how?

I am trying to do an experiment with encrypted Microsoft smooth streaming streams.
And i have a IIS server with transform manager installed. However, i wonder is there a free PlayReady server available online for testing?
It can be a trial or functionality limited version.
I just want to do a quick POC before invest more into this.

But none of them seems to provide any form of free trial.
Does anybody know any service i can use? or is there an alternative way of applying DRM to smooth streaming?

A time-limited free trial of SilverHD DRM is available for commercial users - the contact details to get a trial account are on the website. The free trial includes access to a PlayReady and Windows Media DRM license server and all the licensing related functionality that goes along with that. Disclaimer: I work for Axinom who provides the SilverHD DRM service.
Alternatively, Microsoft has a public PlayReady test server that you can use for free. Basically, it will always provide a persistent license in response to any license request made to it. Not very flexible and the URL query string customization options tend to not actually work, but maybe it suits your needs?
If you describe your needs in more detail, I might be able to offer more specific advice on how to proceed with evaluating PlayReady.

I must admit I've not looked closely at this but have you checked out Azure Media Services?
They have a free trial and it looks like they support PlayReady and a bunch of other things.
Doesn't look like they have a "portal" at the moment (coming in future release), so you have to do the uploading etc. with code.
