I have spent a good couple of hours configuring WebStorm the way I like it, but for the life of me, I can't find the setting to configure the background colour of the editor, for TypeScript and other types of files.
There are lots of posts about this on stackoverflow, but they either pertain to previous versions or just don't work.
Can anyone point me in the right direction in the preferences? I am running Mac OS X and WebStorm 2018.3.

Reboot the IDE & even reboot the Mac OS X ... still not working.
Did I forgot to turn on some settings?

... but I am still curious if someone really knows what I did wrong.
Over the past few years I began having more and more problems with the different color highlighting packages available for Sublime, including Color Highlighter, which hasn't been updated in at least 3 years, and Color Highlight at 2½ years. Someone recommended ColorHelper, and I've been happy with it ever since. Make sure you completely uninstall Color Highlighter and/or Color Highlight first, as I think I had issues with it before I did that. ColorHelper is in regular development with the release of the new v3, which apparently is a complete rewrite, and is easy to set up and use out of the box. There are a ton of customization options if you want to get into the weeds, and the author has been very responsive with some config issues I had recently. I would highly recommend it.
I've downloaded several VS themes from https://studiostyl.es/ and all of them are giving me a white highlight on these helper pop-ups. How do I get rid of that? I'm currently using Son of Obsidian, but this has also happened on Selenitic and Ragnarok. And please tell me what those pop-ups are called so I don't sound like such a novice in the future.
Note: In the past I screwed around with customizing the default Dark theme because I did not like the color of highlighting when doing a Find All References. Problem is I do not recall exactly what I changed; however I would not expect that to affect these.

I may have found it, but I cannot edit the background.
EDIT 2: I found settings to change and a result I'm okay with.
I have what I would consider the perfect theme colors for my Sublime Text Editor 3 application; however, the only thing that is very annoying and hard to see is the comment colors. They're the same color as the background but maybe just one shade lighter.
I've seen some other posts on here on editing theme color files within Sublime Text but for some reason it seems like the data isn't taking effect. It's like it's going off of cached data or something.
For example, I'm using the "Monokai" theme. I've edited /opt/sublime_text/Packages/Color Scheme - Default.sublime-package and searched for Monokai. I changed the hex color code under lineHighlight, and restart Sublime. Nothing changes. In fact, I've changed numerous hex color codes under that section and restarted Sublime Text and absolutely nothing has change.d

I was unable to change comments color by editing Monokai.tmTheme even after purging cache or sublime reinstall.
For Sublime 3.1.1 Build 3176 editing Monokai.sublime-color-scheme works.
1. Open Package Resource Viewer
2. Open Color Scheme
3. Open Monokai color scheme
4. Add you desired color in variables (pick here)
5. Change comment color
6. Enjoy your new comments color!
I've done exactly what you said, changed the value under lineHighlight in Monokai.tmTheme in Color Scheme - Default.sublime-package, restarted Sublime Text and it worked just fine. I'm running Build 3103 on Manjaro Linux.
Sublime Text stores its settings and cache ~/.config/sublime-text-3, I suggest temporarily renaming this folder, which should take you to a freshly installed state. Then make sure Sublime Text really restarts and that your color scheme changes are really in place.
I encountered the same problem. I found the following way solved my problem.
According to #Саша Черных, one can go to
tmtheme-editor.herokuapp.com/#!/editor/theme/Monokai to create and download a customized theme. Then, in Sublime Text 3, from [References -> Browse Packages...], you can find where your Packages folder locates. Just put the downloaded file "Monokai.tmTheme" in that folder, restart app, then it's done.
How can I get my php vars to match whatever theme I am running. They seem to stay black even if I switch to say.. Choco or nightlion themes. It's really annoying and I just can't see anywhere in the theme menus how to change php var colours.

I found the setting! (On a mac, it appears this might be different on other os's)
Prefs > PHP > Editor > Syntax Coloring.
From here I was able to alter the variables etc colours for PHP docs
Goal: To display an application in the middle of the screen on a solid colour background. This means nothing else showing no gnome-desktop nothing apart from the application and the solid colour background.
Currently I'm using X11 for the background xstart -solid Grey which is great however as a test application I'm running firefox which I see has no window decorations ie: max, min title or boarder neither for that matter does xterm. I was wondering if it is possible to show the decorations without installing gnome possibly by installing just the themes eg: gnome-themes which I have done but have been unable to make the connection, or weather just running X isn't going to work without more gnome modules. I'm new to delving into the inner workings of linux as I've never had to deal with it before. I did ask a question previously which led me to xstart and xsetroot and I've been playing around with them for a bit trying to familiarise myself.
I do recognise that it is possible that I have gone about this all wrong, but if we don't try we don't learn.
If anyone knows of any tutorials or documentation that could help or if anyone has any tips I'd be grateful for the pointers.

SOLUTION
Just thought I'd mention that I solved my issue after installing an ubuntu server distro I added xinit via apt-get then added metacity Then I edited the gconf files using gconf-editor then removed the Gnome-panels from /usr/bin However as I may possibly require them in the future I have made a copy of them before I deleted them. Thanks again for the help it was much appreciated.
The window decorations are created/managed by the window manager. If you don't have one running, you won't get window decorations.
Ok... I think I understand what you are asking. Gnome is a "Desktop", and includes with it one of many "Window Managers" called Metacity if I remember correctly. That is the part that adds the title and borders etc. There are many pure window managers(not desktops). A common and popular "Window Manager" is fluxbox although there are many others. Fluxbox does allow you to "undecroate" a window when you launch it. I'm not sure if this is what you are asking. Hopefully it is of some help.
