How to bypass a 403 error after being blocked? - http-status-code-403

I am working on some php files on a shared hosting. I am constantly making changes to the files and then running them in a browser to see the changes.
After a few hours of work, I repeatedly start getting 403 errors and have to wait a few hours to "get back in".
I can open the files in a browser on my mobile phone on the same wifi connection, so it's the same IP, but I cannot open them in a different browser on my computer.
I am assuming the hosting company is blocking me because of the frequent loads. Some of the files I am working on also send out emails via PHPmailer and soon after I start getting the 403 errors, if I continue loading the pages in my mobile browser, PHPmailer stops working. Probably the hosting company blocking me again. Changing to my mobile browser doesn't help with the PHPmailer error.
What I am wondering is if there is some way to bypass the 403 error without using a different device. The PHPmailer error doesn't bother me as much, but a solution to that would also be helpful.
Additional information that may be useful... or not:
I use .htaccess to prevent all IPs except mine from accessing the files.
I tried deleting cookies and changing the DNS.
Tried ipconfig /flushdns and ipconfig/all
Have no idea if those experiments were good ideas or not though... :/

Getting Error 503 when sending request via heroku or any host not local

my Node.js server is supposed to send a GET request to a third-party website vie https.get, but that website returns a 503 error, which is strange, because when I send the exact same request from my own device everything works as intended. Does anybody know what may be the cause of this problem, and how it can be fixed?

If you are using cloudflare it's just normal, because cloudflare prevent access to bots.
Note: all informatical program making HTTP request are bots, is considered as "true clients" by cloudflare browsers with graphical instance, cookies, and algorythm (check this article on how cloudflare detect "bots")

403 Forbidden - ONLY from my computer

Problem: when I visit particular url the site goes white and the title of the tab says "403 Forbidden" and nothing else happens.
I wanted to ask the forumees here about this weird problem when I, and I solely, cannot access one particular website, until I've run right into very same problem with yet another site just now.
Apparently the problem lies with my computer, and my computer only.
The site IS accessible by everyone except of me.
I cleaned the cache, removed all sh!t files, restarted the modem and the computer couple of times already, to no avail.
I can access those sites via my phone, I can access them from anywhere else but! my computer.
Has anyone stumbled upon such a problem?
There could be a variety of reasons behind this. Your browser, a browser extension, IP address shitlisted for some reason (usually spamming), some sort of virus that gets detected by remote antiviruses and block your connections, some adware or spyware that rewrites your requests...
It's also possible that if you only have problems with those two websites and especially if you did something you were not supposed to, maybe they just blocked you out.
So try using a proxy server or a VPN like strongvpn. If it works then at least you know it's got something to do with your IP address.

Locally setting up redirect to https://

I have read a few answers to try and find a solution to a ridiculous problem.
I dont have access to a server that I can log on to access phpmyadmin,
What is supposed to happen is that the web url is supposed to be viewed via https, and in most cases this happens.
Except for a particular PC I have at home and it never seems to open in https. Why this is happening on this given machine is completely unknown.
Is there a way I can set up a rule on my local machine that will ALWAYS convert http://pathtomysite.com to https://pathtomysecuresite.com, (possibly via the 'hosts' entry (and yes it is a windows machine running win10).
I could do this on the web server itself, I know how to do this, but the problem is, I don't have, nor am I allowed to have, access to the database server to update the .htaccess or webconfig.xml on the server. (I am 99% sure its Apache, not nginx or IIS).
Any help is allows gratefully received.

IIS 404 Error even when file exists?

I have been working with IIS 7 for a while and it has worked fine until it just suddenly started throwing 404 errors for my multiple websites even though they actually exist. All of the configurations seems fine (path, default document) but not a single file, no matter the format or location will be loaded.
Another strange thing is that everything works when I try to access the websites via localhost or 127.0.0.1 but not through my external IP.
Does anyone know why this could happen and how I can fix it?

It appears this 404 page is not the built in IIS error page. It is associated with nginx but I'm not sure where the file is located on my server or why my pages are being intercepted.
It turns at the server was hijacked by Morfeus F***ing Scanner, which I was not aware was even a thing until this happened. It's activity showed up in the server access logs. I basically had to reset the entire server. It was quite a chore.

Server - Windows 2K8/IIS7/ColdFusion throwing intermittent 403 errors

We've just set up a new dedicated server at hostgator, running Windows 2008 Server, IIS7 and ColdFusion 8 ENT.
On browsing the homepage, sometimes the site works, sometimes, part of the site runs and I can see a 403 error in Firebug. At other times, I only get an IIS error page saying:
"403 - Forbidden: Access is denied. You do not have permission to view this directory or page using the credentials that you supplied."
The site is http://www.asia-buy.com. It might run first time, but if you refresh it a few times, you'll probably encounter the problem.
There is a lot of ajax and JSON stuff going on under the hood and I'm wondering if that has any bearing on the problem.
Would appreciate advice from anyone who may have solved a similar issue in the past.
Resolved: Hostgator says this is actually a security setting in IIS to attempt to prevent DDOS attacks on the website. A a developer, I use CTRL-F5 a lot. A normal user would not.

Open IIS Manager.
Go to your website.
Go to Features/IP Address and Domain Restrictions/Dynamic IP Restriction Settings
Uncheck the boxes, or change the values, as needed
