Where do I start if I want to create Facebook app to add an overlay to my profile picture?
I have seen many changing their profile picture like support digital india or pray for french like profile pictures how do they do it?
right now the only way that I know of is through this, https://www.facebook.com/fbcameraeffects/learn/
It's slowly rolling out so it might not be available for you until then. If someone else knows of a way through the API I'd love to know as well.

Just to have a proper answer here, it has been mentioned in other questions before but it is not possible to change the layout of anything AdaptiveCard related if you are not the host, rendering yourself.
The purpose of AdaptiveCards is that the host defines the look and feel so cards always feel as if they're part of the host's UI but you can define the content of the card.
If you want to customize card layout this can only be done if you host a card in your own website, webapp, etc which is totally doable.
In terms of any Microsoft App, Teams, PowerApps etc you can not change the look and feel of AdaptiveCards other than what the cards come with.

Also, after pushing app to testflight we see that app is looking different in testflight and different in the buildfiire testing console, i cant attach the screenshot of the app here but let me if we can share it somewhere on email, we know this is the device size issues, so can we upload svgs image? or can you give use design guidelines, as we are following this https://learn.appdocumentation.com/en/articles/2195862-branding-page-tutorial but still feel images are not looking proper, so give us proper guidance

It is possible to create photo sharing app.If you do backend anyway that you can do, you can do front end of application by using Smartface
To get and display an image is simple. If you want to implement the "filters" part, then the story is different. SmartFace doesn't have a image processing option/library built in. So you need to implement this feature yourself.
A good option for beginners might be another product like: B4A https://www.b4x.com/b4a.html .. where the community have already created a lot of libraries/resources.

I know this can be done using (print screen) and the MS paint but I need a more professional tool to use .

I'm not sure if I understand well, but conceptshare may be the tool you looking for.
There's a firefox extension called Screengrab that can capture an entire page. You could add annotations to that quite easily in a DTP tool.
I'm not sure about the type of review you're looking for.
If you want to have people using the website and giving you their feedback in terms of navigation, layout, design and content, you can use a www.usertesting.com services.
They'll enroll users to test out the website and them give you a URl to review a video/audio recording of each user test. It's a great way to validate your website.
