I've read ServiceStack license and some questions have arisen. The license declares that ServiceStack v4 goes commercial. Will next versions (v4 and higher) be available under FOSS license exceptions?
Roadmap states that "We're also planning to introduce our commercial offerings and commercially supported versions of ServiceStack". Does this mean that free ServiceStack version will not get much developer's attention since v4 Release (as MySQL) or become a developer's playground (as Red Hat's Fedora)?
It would be great if the project founders shed some light on the future of ServiceStack.

Not having a lot of money, i was wondering if it's possible to find some free IDE's out there, specifically for web development. I've downloaded an IDE once that was supposed to be free but then i later got a message that told me my trial will expire in 3 days. Can sombody please make me some recommendations?
Try Visual Studio 2015 - Community Edition.
It's free, and will allow you to create .net web projects (or even plain old HTML sites) as well as .net applications.

Does the new, free Xamarin Community edition for Mac support making in-house builds? (Enterprise distribution)
With the previous versions, you needed the Business or Enterprise versions.
The best answer I can give you is that it depends.
With Xamarin Studio Community, it is absolutely possible to create an IPA for distribution (you can see Xamarin docs on how this is done). However, Xamarin Studio Community can only be used by developers who meet the requirements in 1(a) or (b) in the Xamarin License. To distribute your apps In-House(Enterprise) you would have to have an Apple Developer Enterprise Membership as explained in this guide in order to develop and sign your app. It's unlikely that you would qualify for the Community license, AND would have an Apple Developer Enterprise membership – but it's not impossible.

I think "Office lens" is quiet a useful tool that turns photos into documents. After that, the documents can be used as input for many other applications. So, I think the release of Office Lens's API will motivate quite a large number of wonderful apps.

Since the question specifically talked about creating documents programatically, the Word ObjectModel can be directly used (https://msdn.microsoft.com/en-us/library/office/ff597928.aspx) to achieve the desired result.

It appears that I can download Visual Studio 2012 Ultimate from this Microsoft Site, but I couldn't find any licensing related information (cost/keys etc) on that page.
Is Visual Studio 2012 free software?
The Visual Studio article on Wikipedia notes the license type as:
Express edition: Registerware
Other editions: Trialware
Not an authoritative source, I admit, but it would explain why it seems you can download it for free, because you actually have to register and pay (for the non-Express editions) at some point, or the trial would run out.
From what I've read, this isn't just a trial, but the main loss is not having an advanced MSDN membership. There are certainly paid versions and subscriptions, but it looks like this is genuinely free, albeit without some added support and benefits.

Most of the packages I have seen on Hackage are libaries released with open-source licenses and I think I have faint memory of a hackage upload with a missing license field triggering a bashing from hackage.haskell.org about not using an open-source license.
Is there a rule that says every package hosted on Hackage is required to be made available under an open-source license?
If you claim that there is such a rule, how does http://hackage.haskell.org/packages/archive/Cabal/1.14.0/doc/html/Distribution-License.html relate?
You may use any license you like. That's what the OtherLicense constructor of License is for. That said, Hackage is a source distribution hub, so keep that in mind if you don't want people looking at your source.
