After I setup liferay, I configured from control panel to set 8 languages which I want to use in my website. But I see that in the language bar, some of the text is in lower case as well as some in upper case, can I change the text to have the same case?
Now is like:
italiano español português Deutsch français
All in lower case except "Deutsch".
Witch locale is current? Did you try to switch locale and is it same casing in all locales?
As a last measure you can create hook and put in it /html/taglib/ui/language/page.jsp and edit code there to produce casing that you like.

aui.css is coming in through the unstyled theme, which typically is the basis for every theme there is. That being said, you can override it and remove it this way. It's refined in the styled theme, and also in the classic theme (in the same github repo, you'll find it).
If you do so, note that you'll still have to deal with a lot of formatting on your own - the classes and other DOM elements will be generated, but it looks like aui now includes the Lexicon CSS that you'll have to simulate if you get rid of it. Why you'd want to do so, instead of accepting the defaults and overriding what you don't like, is beyond me.
Edit, answering to your comment:
You'd simply create your own theme (Linking to 7.1 here, see below) with any overrides that you'd like to have. There's not a single file with an option, as this configuration file would be too complex and unmanageable.
Also, you sound like you've just started building your site - my recommendation would be to always go with the latest release and use 7.1 (at this time) and note that 7.2 is around the corner, Beta 3 has just been released
I am working on an MBCS app using MFC. I am trying to support Asian languages. For the purposes of this discussion, we'll say I'm trying to support Chinese. I am able to support Pop up dialogs via MessageBoxW and Dialog SCREENs by pasting Chinese characters directly into the RC file. I can't get file menus to work using either resource view or editing the RC file directly. Whenever I type in ANY Asian character, the screen shows ???. One ? for each character. I have tried modifying the menu in C++ using ModifyMenuW. I get more question marks. Visual Studio shows everything working, and the RC file is unicode (UTF-16). I can't easily convert my project to unicode mode. Spanish, French, and German all works fine (one of the Essets in German doesn't work, but that isn't a show stopper). What should I try next?

Well, the easy answer would be change the application to Unicode, but this is not always simple, or possible at all.
Concerning using Unicode in a MBCS application, some things are possible and some others not. For example, I have made a MBCS application displaying and editing translations of program strings (messages, menues etc) in a ListView control, however ListView does have a specific message to turn it to Unicode (LVM_SETUNICODEFORMAT) and support operations (see also CCM_SETUNICODEFORMAT). Menus aren't controls though, but they do have "wide" (Unicode) functions.
If you want to use Unicode in your application, there are some tests you need to make. Success is not guaranteeded, but you can at least draw some conclusions and determine whether what you want to do is possible.
Test1:
You mentioned trying ModifyMenuW(), but this will try to modify an existing menu. Instead, try InsertMenuW() or InsertMenuItemW(). Any unicode string should be displayed properly, so try not just Chinese, but other laguages too (eg Greek or Russian). And btw, I can't see how French works and German doesn't (they use the same codepage - West European). What's the system codepage of your test-machine?
Test2: (if the above has failed)
Try changing the whole menu (SetMenu()) with having a single (unicode) menu item as its root.
Test3: (if the above have failed)
Then you need to check whether the window containing the menu must be Unicode. Create a simple "Hello World" Win32 application, or find a sample, if Visual Studio does not do this for you (these basically register the window class, create the main window and start the message-loop) - you must add a menu too, using the "wide" version of the menu functions explicitly. If this doesn't work, try changing the code that creates the window to unicode. This way you will know whether you need a unicode window, to own the menu.
Please make these tests and let us know the results. I will further post if needed.

You need to use Unicode character set for this to work correctly, and my guess is that you're using MBCS character set now.
You could change it in the project properties. Refer to this screenshot:
Visual studio editor is fully Unicode, meaning it could display such special characters as you type when you're designing the dialog. However, if your application is not built with Unicode support, it won't be able to display thsoe characters when it runs. Thich is why you see the ??? replacing the Unicode text when you run the application.
If you get different results on different computers this is obviously due to differences in system settings.
The setting that controls this is called "Language for non-Unicode programs", and can be found under Control Panel, Language, Change date, time or number formats. Unfortunately it's a global setting (ie cannot be set per application or programmatically) and requires a re-boot.
Consider making your application Unicode, if possible (and meaningful cost- or effort-wise).
I have a slight problem here and a doubt. I have created a page which has three components added in three different placeholders. This page was created for English version. I need this page and the components to get added in German version of the page as well.
I read a few articles that illustrate the use of layout deltas and "Final layout" feature of Sitecore 8 but got a little confused over this matter.

Also, I have checked the __Renderings setting in /sitecore/templates/System/Templates/Sections/Layout and the Shared field is checked. Still the layout is not shared.
Am i missing any settings ? Do I need to every time create both versions i.e. repeat the layout steps for German versions as well ?

If you are using Sitecore 8.0 and adding the component via the Experience Editor then you will need to add the components to each language variation of the Item, i.e. once for English and once for German. This is because the components are stored against the Final Layout field when added through the Experience Editor and the field is language specific.
The only option you have is to add the components to the Shared Layout manually by selecting the Presentation > Details from the tabs.
If you need to add the same components to all language variations at the same time then I suggest you upgrade to Sitecore 8.1 which will enable you to do that via Edit all versions option in the ribbon:

It is pretty easy to localize your website actually.
First add all languages you want to support, this is done in the admin panel by going to Settings -> System, expand "Localization & Internationalization" and there you will have textbox for adding languages. Enter all languages and the press "Save" at the bottom right.
Next step is to add the translations, this is done by opening the Extras -> Translations -> Shared Translations in the admin panel. Press the + at top to add a word or sentence used for translation, give it a name and then enter the translation for all chosen languages:
Time to code, in your view or layout files (for example: /website/views/scripts/default/default.php), where you want a translation add the following code:

Set the language of the documents, this is done by opening a document in Pimcore admin, go to the tab "Properties", and on the right side there will be a language setting, select the language for this document and press "Save & Publish":
Now when you navigate to this document (or look at the preview tab) you will see your translated word where you placed the translate code.
Translate the Admin UI
To translate the Admin UI, go to Extras > Download System Languages in Pimcore, and there press the "+" on the language you want to download. You then choose which language to use in the admin UI by going to Settings -> System and then expanding the "General" section, and there you will find "Default Language in Admin-Interface:".
