I've tried to put UiSearchBar on top of UiTextView. They are on UiVeiwController however when I put uiSearch, it remove UiTextView and show grey-line background. I tried to mixed things up via code. Unfortunately, it did not work.
Tool I use are MonoTouch and Interface Builder.

I am new to Xamarin IOS and I have a problem with creating nested layouts in IOS as like in Android(some text controls and a list view) . I added a tableview but not sure how to add some text and image controls in a view and add the tableview below the text and image controls. Also I am using ViewPager in Android and is there an equivalent control that I can use in IOS?
Yes, you should use UIScrollView and enable paggin there. The only issue that you need always to set the ContentSize for it, to make it scroll properly. So you should set the common Size of inner content.
You should check out monotouch.dialog for rapid tableview development. Once you get the hang of it, it makes creating tables a lot easier.
Am I thick or what? I have a view controller, and within that there is a UIWebView. When I run the app, the WebView covers the UIToolbar at the bottom and the UIButtons there, and so you cannot navigate away from the WebView. I cannot figure out how to change the WebView size or behaviour.
Unfortunately I do not have sufficient rep to post screenshots. The WebView displays an html file with text. The WebView partially covers the status bar at the top and completely covers the taskbar at the bottom. I can touch and drag the view up to see the taskbar and buttons at the bottom, but cannot use them.
I am using storyboard to build the app, and have done similar apps before without issue (in iOS6) but iOS7 appears to have thrown me a curveball.
I cannot see how to change the size in Xcode - or should I be looking at the html code in the file that the WebView is calling?
Oddly enough this is no longer an issue, I have not made any changes to code or config, and the only thing different is I upgraded my version of X-Code

Basically I need to move the ListView icon more right, I am reproducing file/directory browser, so the fails that are in a directory need to be below them and slighty right like in the picture, I have everything else figured out.
You should be using a TreeView control:

But if you insist on hacking a ListView to render this way, you'll simply have to take over drawing each row yourself. You can do so using the OwnerDraw property, though be warned that there's a lot of corner cases here so you should do a lot of reading to see what people have had to deal with when implementing this:

I need do a very special nav or tab bar for a app, I looked this but I not have idea how to make some similar, I work with Titanium mobile, someone with experience could tell me how to make some similar with Titanium, or if someone have other navigation bar more complex that the examples on the kitchensink.
This is where I'd start. Understand that that video is obviously a complex interface and will definitely take work on your part.

I'd then move on to creating the boxes that pop up, without animation, down the center. After that was working, I'd look at animating them and adding the event listeners to it.

I'm currently working on a flash project, which will use multiple scroll areas.
I'm trying to find out how to create a scroll area like I see on stackoverflow, and make it function similarly.
Whenever someone posts their lines of code to stackoverflow, the scroll area scrollbar looks exactly like the scrollbar in the web browser, and is able to be scrolled with the mousewheel smoothly, without affecting the webpage scrolling.
Example: disable mouse wheel scrolling while cursor over flex app?
Could anyone please explain to me how I can do this in my flash project?

You wouldn't need flash to do this... This is accomplished using CSS. You would just need to put the portion you wanted to function like that in a div (or any HTML container for that matter) and then define such properties as min-height, max-height, min-width, max-width, overflow, etc. I think there's one that determines the presence of the scroll bars but I don't remember what it is for sure. Very easy to do this and flash would be a bit of overkill.
