I am in turkey and I tried to create a Windows Azure account but on the region selection, Turkey is not listed. So, does that mean I am stuck here or is it possible to have a Windows Azure Account by selecting another country name. e.g. United Kingdom.
I am not so familiar with azure but our company customer's profile is mostly UK based. Does Azure run the apps according to end-users' geolocation?
The FAQ on the Azure site states that azure is available in 41 countries currently. I don't see turkey listed as one of those countries. I would assume that means you are out of luck.

Of course you can select a different country but I assume they use these sorts of things for billing purposes so that might be an issue.

I'm currently unable to create a small dedicated website. I'm getting this error:
Not enough available reserved instance servers to satisfy this request.
Anyone from Azure able to comment on when we can expect this size to be available in the US West region?

Usually Azure doesn't provide any time estimates for resource availability.
Consider deploying to a different DC, latency difference may not be much different.

three month ago I have site registered at co.cc. I want to know how they create domain name like ".cc" not ".com". I never seen site like this and .cc is not standard domain. So my question is how they create their own domain name? can I create my own domain like www.abc.jagdish insteda of www.abc.com?

That is a (completely standard) country code top level domain, specifically the one for the Cocos (Keeling) Islands. They got the domain by being the official registrar for that country or by buying it from them.
To create your own CCTLD you would first have to found a country. That seems like an excessive expense for the purposes of having a custom TLD.
You can't create your own domain. Wait it is possible to register your own extension but it will cost roughly $300k

Authority (IANA) and is in charge of maintaining the DNS root zone.

You could apply for your own gTLD, it will cost you though. A couple of hundred thousand USD at least.

I am aware that this question is asked before but Azure Status Dashboard shows all of the services are running as expected. However, all of my websites are marked as Limited. I can reach 1 one of them but cannot other 3. To test the issue, I have created a new web site on azure and its status is set to Running. My websites are located in Europe West servers.
Is it a outage problem or something wrong with my apps ?

We recently submitted a Windows Phone app for the Imagine Cup Round 2 Windows Phone competition. We were using Windows Azure services for our Windows Phone App. Unfortunately, our Azure subscription has reached its limit and has been disabled. The Imagine Cup team gave us a free 180 day trial period for Azure which we have not used yet. Is it possible to upgrade our existing subscription to include the 180 day period? We'll be very grateful if you could reply ASAP and help us because our app will not function if the services are not ready and the judging process is about to begin. We greatly appreciate any kind of help.

How can we find out how much money we are saving by scaling (via increasing and decreasing instance) our Windows Azure application?
Also, is there a way to find out how much database storage is used and its cost, and how much bandwidth is used and its cost?
I don't believe there is currently any way to measure in an immediate way how your Windows Azure application changes affect your billing and usage. There is, however, a feature request for a billing/usage API you could vote on.
SQL Azure includes two system views that can detail your storage and bandwidth usage.
The sys.database_usage view lists the number, type, and duration of
databases on the server and the sys.bandwidth_usage view describes the
bandwidth used with each database.
