Advice on learning new technology, first year COOP - programming-languages

I'm a second year Computer Science student, and am currently applying for jobs for the Summer '11 coop term, this will be my first.
I have found a lot of the jobs 'perfect' candidate have many technical skills I do not possess.
For example, one which I have an interview Monday for, uses Java Enterprise Edition, but I've only used regular Java. Also many things I have no experience with whatsoever, like XML, Adobe FLEX, and Ruby.
Obviously the employer is not expecting a potential employee to have all of these skills, but I was wondering how difficult it would be to pick them up?
I have a strong knowledge of C and Java, and of many concepts and data structures.
With this in mind, is it difficult to pick up languages like Ruby or less related tech like XML or AJAX for example?
Or if I have a good background in compsci, do the concepts apply broadly, and mostly it's just the syntax and rudimentary concepts I will need to pick up to get started?
Please if you have any advice, feel free to share.

Once you've mastered one programming language, you'll easily catch up on a whole family of related languages. The differences are more than just syntax, but there is more or less a fixed set of features that most of the popular languages provide.
A good way to gather programming experience would be to become very proficient in at least one language. I don't know what your experience with C is, but unless it's over 3 years it won't take you much time to get to the same level in any other language, and it won't be too hard anyway. If you ask me, knowing C is a "must" because you learn a little about how the computer executes your programs. Some of the higher-level languages have been (initially) implemented in C themselves.
I'm not a Ruby programmer but i'm guessing it's not a big deal if you already know some C and Java. It's probably even easier to learn than those two. XML is just a data format, and AJAX is a buzzword for "doing stuff dynamically in the browser-based client side of a web application". So there isn't much "tech" to learn here, it's just a matter of knowing and mixing skills to get that kind of thing done. (Basically you'll need to learn at least a little bit about javascript, HTML and HTTP, and know how browsers and web servers work).
Computer science is a branch of mathematics, and as such it will always be relevant. Learning about specific algorithms, data structures, etc. is important but more important (from a practical point of view) is the knowledge of how algorithms or data structures perform, how they can be analyzed, what affects their performance, etc. If you got the basics, you can always open a book by yourself and learn more algorithms and data structures, and it's probably a good idea.
Finally, a useful set of things to know in today's software world is: networking (esp. TCP/IP and HTTP), C, Java / C# or both, minimal knowledge of Javascript, and a little experience with programmatic access to XML

What should I aim to learn over the next 8 months?

I am currently taking a year off between high school and college (computer science).
I'm pretty good with Visual basic (unfortunately, this is the only language my school offered in High School). I've dabbled in some PHP, and have pretty good knowledge of broad programming principals and concepts.
I'm more interested in web programming then conventional, but I'd like to do both.
What are some good languages I should pick up over this next eight months, and what are some good, (tough but attainable) goals I should set for myself in this time frame?

If it's web programming you're after, you have three top contenders at the moment for web development (in no particular order):
ASP.Net
Ruby on Rails
PHP
If you've been schooled on VB, the ASP.Net might offer the most familiar development environment, but all three are very marketable.
As far as personal development and goal-setting is concerned and given you only have 8 months to work with, I'd say you want to get intimate with the following concepts and how the work in practice:
unit testing
CSS
JavaScript
See if you can write your first practical application. This will set you up incredibly well for future employment if you can say you actually delivered something (grades are good, but delivery and experience is better).
If you really want to aim high, see if you can secure a casual part-time job at a software shop.
Ruby on Rails is pretty cool and easy to learn esp. if you are after web development.
AJAX can help you with giving your web page some cool features.
I would suggest you to get the book : Agile Development with Ruby on Rails. It will help you get started.
You may want to focus on the language that the college you will be attending will be teaching their low-level classes in. this way, you can have a bit of a head start on the class, giving you more time for your other classes.
I think most colleges currently start off in Java. You should be able to find that out with a bit of research.
If it is good grades and ease of programming in college you seek, learn the language of choice of the school you plan on attending. Most schools stick with one primary language for the introductory classes as many universities teach conceptual programming. I think the most common languages right now for universities to teach are Java and C++ as both offer good, cross-platform introductions into object-oriented concepts such as polymorphism and aggregation.
If you are attending a technical college or community college for an associates degree, those are normally more applied and teach "how to program a website with PHP" or similar. In that case, you may focus on the fundamentals of the class such as how do web application work, learn about compilers and how they work, etc. Things they won't teach you but are valuable to know in the real world.
If you want to parlay this knowledge into a job writing web applications, you must consider where you may work. Different industries have accepted different languages. Many young businesses and industries accept newer languages such as PHP, Ruby, etc. Some shops are purely Windows (there are a lot) and do much of their web apps in .NET. Then there are still a number of middleware-based solutions such as WebSphere, WebLogic, JBoss, etc. There are also some in-between things that are still web focused such as PeopleTools programming. You may also consider learning about web application scaling.
If I were you, I would focus on a primary skill you already posess, and nurture that so that you become highly skilled. You can't master everything, but being an expert in something makes you desirable.

Read some books.
The Pragmatic Programmer. From Journeyman to Master, Thomas, Hunt - to make your brain think in a pragmatic way, not PHP or other technology way. PHP or Ruby will die, the knowledge from this book won't as it's universal.
Apprenticeship Patterns, Hoover, Oshineye - to plan your career, get to know what's important, what to avoid and what to do to make yourself better.
Personally, I'd start looking at data structures and algorithms, they are the building blocks of good computer science knowledge, as most of them will make use of the majority of features of any given programming language, and as you learn to implement these in the chosen language, you'll get to grips with the programming language.
I heartily agree with Muad'Dib. Look at what language the course is using, and start using that language. If it's C++, then you can get utilities like Cygwin for Windows where you can develop in a virtual linux box without having to re-wipe your computer.
If it's Visual Studio stuff, then there's the MSDN Express stuff that's free from Microsoft, although it's a bit of a download.
Also, the Pragmatic Programmer is a MUST READ! It's full of great advice, and you're at the very best stage to start picking up good habits, start doing that now, and you'll go far in the programming world.

Does this language have its niche | future?

I am working on a new language, targeted for web development, embeding into applications, distributed applications, high-reliability software (but this is for distant future).
Also, it's target to reduce development expenses in long term - more time to write safer code and less support later. And finally, it enforces many things that real teams have to enforce - like one crossplatform IDE, one codestyle, one web framework.
In short, the key syntax/language features are:
Open source, non-restrictive licensing. Surely crossplatform.
Tastes like C++ but simpler, Pythonic syntax with strict & static type checking. Easier to learn, no multiple inheritance and other things which nobody know anyway :-)
LLVM bytecode/compilation backend gives near-C speed.
Is has both garbage collection & explicit object destruction.
Real OS threads, native support of multicore computers. Multithreading is part of language, not a library.
Types have the same width on any platform. int(32), long(64) e.t.c
Built in post and preconditions, asserts, tiny unit tests. You write a method - you can write all these things in 1 place, so you have related things in one place. If you worry that your class sourcecode will be bloated with this - it's IDEs work to hide what you don't need now.
Java-like exception handling (i.e. you have to handle all exceptions)
I guess I'll leave web & cluster features for now...

To summarize: You language has no real selling points. It just does what a dozen other languages already did, with syntax and semantics just slightly off, depending on where the programmer comes from. This may be a good thing, as it makes the language easier to adapt, but you also have to convince people to trouble to switch. All this stuff has to be built and debugged and documented again, tools have to be programmed, people have to learn it and convince their pointy-haired bosses to use it, etc. "So it's language X with a few features from Y and nicer syntax? But it won't make my application's code 15% shorter and cleaner, it won't free me from boilerplate X, etc - and it won't work with my IDE." The last one is important. Tools matter. If there are no good tools for a language, few people will shy away, rightfully so.

Sounds like a downside! How does the language "enforce one X"? How do you convince programmers this coding style is the one true style? Why shouldn't somebody go and replace the dog slow, hardly maintained, severly limited IDE you "enforce" with something better? How could one web framework possibly fit all applications? Programmers rarely like to be forced into X, and they are sometimes right.
Also, you language will have to talk to others. So you have ready-made standard solutions for multithreading and web development in mind? Maybe you should start with a FFI instead. Python can use extensions written in C or C++, use dynamic libraries through ctypes, and with Cython it's amazingly simple to wrap any given C library with a Python interface. Do you have any idea how many important libraries are written in C? Unless your language can use these, people can hardly get (real-world) stuff done with it. Just think of GUI. Most mayor GUI toolkits are C or C++. And Java has hundreds of libraries (the other JVM languages profit much from Java interop) for many many purposes.
Finally, on performance: LLVM can give you native code generation, which is a huge plus (performance-wise, but also because the result is standalone), but the LLVM optimizers are limited, too. Don't expect it to beat C. Especially not hand-tuned C compiled via icc on Intel CPUs ;)

Really good languages for multithreading forbid side effects inside threads. Yes, in practice that pretty much means Erlang only.

Sigh... There's only one reasonable width for integers outside of machine-level languages like C: infinite.
Designing your own language will undoubtedly teach you someting. But designing a good language is like designing a good cryptosystem: lots of amateurs try, but it takes an expert to do it well.

Given your interest in distributed applications, knowing Erlang is a must. As for sequential programming, the minimum is one imperative language and one functional language (ideally both Lisp/Scheme and Haskell, but F# is a good start). I also recommend knowing at least one high-level language that doesn't have objects, just so you understand that not having objects can often make the programmer's life easier (because objects are complex).
As for what could drive other people to learn your language... Good tools/libraries/frameworks can't hurt (FORTRAN, php), and a big company setting the example can't hurt (Java, C#). Good design doesn't seem to be much of a factor (a ha-ha-only-serious joke has it that what makes a language successful is using {braces} to delimit blocks: C, C++, Java, C#, php)...
What you've given us is a list of features, with no coherent philosophy, or explanation as to how they will work together. None of the features are unique. At best, you're offering incremental improvements over what's already there. I'd expect there's already languages kicking around with what you've said, it's just that they're still fairly obscure, because they didn't make it.
Languages have inertia. People have to learn new languages, and sometimes new tools. They need incentive to do so, and 20% improvement in a few features doesn't cut it.
What you need, at a minimum, is a killer app and a form of elevator pitch. (The "elevator pitch" is what you tell the higher-ups about your project when you're in the elevator with them, in current US business parlance.) You need to have your language be obviously worth learning for some purpose, and you need to be able to tell people why it's worth learning before they think "just another language by somebody who wanted to write a language" and go away.
You need to form a language community. That community needs to have some localization at first: people who work in X big company, people who want to do Y, whatever. Decide on what that community is likely to be, and come up with one big reason to switch and some reasons to believe that your language can deliver what it promises.

Every buzzword you have included in your feature list is an enormous amount of work to be spec'd, implemented, documented, and tested.
How many people will be actively developing the language? I guess the web is full of failed programming language projects. (Same is true for non-mainstream OSes)
Have a look at what .Net/Visual Studio or Java/Eclipse have accomplished. That's 1000s of years of specification, development, tests, documentation, feedback, bug fixes, service packs.
During my last job I heard about somebody who wrote his own programming framework, because it was "better". The resulting program code (both in the framework and in the applications) is certainly unmaintainable once the original programmer quits, or is "hit by a bus", as the saying goes.
As the list sounds like Java++ or Mono++, you'd probably be more successful in engaging in an existing project, even if it won't have your name tag on it.
Perhaps you missed one key term. Performance.
In any case, unless this new language has some really out-of-this-world features(ex: 100% increase in performance over other web development languages), I think it will be yet another fish in the pond.
Currently I'm responsible for maintaining a framework developed/owned by my company. It's a nightmare. Unless there is a mainstream community, working on this full time, it's really an elephant. I do not appreciate my company's decision to develop its own framework(because it's supposed to be "faster") day 'n night.
The language tastes good in my opinion, I don't want use java for a simple website but I would like to have types and things like that. ASP .NET is a problem because of licensing and I can't afford those licenses for a single website... Also features looks good
Remember a lot of operator overloading: I think is the biggest thing that PHP is actually missing. It allows classes to behave much more like basic types :)

I am not going to give you any examples of languages or language features, but I will give you one advice instead:
Supporting framework is what is the most important thing. People will tend to love it or hate it, depending on how easy is to write good code that get job done. Therefore, please do usability test before releasing it. I mean ask several people how they will do certain task and create API accordingly. Then test beta API on other coders and listen carefully to their comments.

There's always space for another programming language. Apart from getting the design right, I think the biggest problem is coming across as just another wannabe language. So you may want to look at your marketing, you need a big sponsor who can integrate your language into their products, or you need to generate a buzz around it, easiest way is astroturfing. This sounds more like a "systems" language rather than a "web development language". The major languages in this category (other than C++/C) are D and Go.
My advice to you would be to not start from scratch but examine the possibility of creating tools or libraries for those languages, and seeing just how far you can push them.

I'm currently faced with a very unusual design problem, and hope that a developer wiser than myself might be able to offer some insight.
Background
Without being too specific, I've been hired by a non-profit organisation to assist with the redevelopment of their legacy, but very valuable (in terms of social value) software. The development team is unlike any I've encountered in my time as a software developer, and is comprised of a small number of developers and a larger group of non-programming domain experts. What makes the arrangement unusual is that the domain experts (lets call them content creators), use custom tooling, some of which is based around a prolog expert system engine, to develop web based software components/forms.
The Problem
The system uses a very awkward postback model to perform logical operations server side and return new forms/results. It is slow, and prone to failure. Simple things, like creating html forms using the existing tooling is much more arduous than it should be. As the demand for a more interactive, and performant experience grows, the software developers are finding increasingly that they have to circumvent the expert system/visual tooling used by the content creators, and write new components by hand in javascript. The content creators feel increasingly that their hands are tied, as they are now unable to contribute new components.
Design approach: Traditional/Typical
I have been advocating for the complete abandonment of the previous model and the adoption of a typical software development process. As mentioned earlier, the project has naturally evolved towards this as the non-programmatic development tooling has become incapable of meeting the needs of the business.
The content creators have a very valuable contribution to make however, and I would like to see them focusing on formally specifying the expected behaviour of the software with tools like Cucumber, instead of being involved in implementation.
Design approach: Non-programmatic
My co-worker, who I respect a great deal and suspect is far more knowledgeable than me, feels that the existing process is fine and that we just need to build better tooling. I can't help but feel however that there is something fundamentally flawed with this approach. I have yet to find one instance, either historical or contemporary where this model of software development has been successful. COBOL was developed with the philosophy of allow business people/domain experts to write applications without the need for a programmer, and to my mind all this did was create a new kind of programmer - the COBOL programmer. If it was possible to develop effective systems allowing non-programmers to create non-trivial applications, surely the demand for programmers would be much lower? The only frameworks that I am aware of that roughly fit this model are SAP's Smart Forms and Microsoft's Dynamix AX - both of which are very domain specific ERP systems.
DSLs, Templating Languages
Something of a compromise between the two concepts would be to implement some kind of DSL as a templating language. I'm not even sure that this would be successful however, as all of the content creators, with one exception, are completely non technical.
I've also considered building a custom IDE based on Visual Studio or Net Beans with graphical/toolbox style tooling.
Thoughts?
Is non-programmatic development a fools errand? Will this always result in something unsatisfactory, requiring hands on development from a programmer?

Honestly, this sounds like exactly the approach I would use. Even "non-technical" users can become proficient (enough) in a simple DSL or templating language to get useful work done.
For example, I do a lot of work with scientific modeling software. Many modelers, while being much more at home with the science than with any form of engineering, have been forced to learn one or more programming languages in order to express their ideas in a way they can use. Heck, as far as I know, Fortran is still a required course in order to get a Meteorology degree, since all the major weather models currently in use are written in Fortran.
As a result, there is a certain community of "scientific programming" which is mostly filled with domain experts with relatively little formal software engineering training, expertise, or even interest. These people are more at home with languages/platforms like Matlab, R, and even Visual Basic (since they can use it to script applications like Excel and ESRI ArcMap). Recently, I've seen Python gaining ground in this space as well, mainly I think because it's relatively easy to learn.
I guess my point is that I see strong parallels between this field and your example. If your domain experts are capable of thinking rigorously about their problems (and this may not be the case, but your question is open-ended enough that it might be) then they are definitely capable of expressing their ideas in an appropriate domain-specific language.
I would start by discussing with the content creators some ideas about how they would like to express their decisions and choices. My guess would be that they would be happy to write "code" (even if you don't have to call it code) to describe what they want. Give them a "debugger" (a tool to interactively explore the consequences of their "code" changes) and some nice "IDE" support application, and I think you'll have a very workable solution.
Think of spreadsheets.
Spreadsheets are a simple system that allows non-technical users to make use of a computer's calculation abilities. In doing so, they have opened up computers to solve a great number of tasks which normally would have required custom software developed to solve them. So, yes non-programmatic software development is possible.
On the other hand, look at spreadsheets. Despite their calculational abilities you really would not want as a programmer to have to develop software with them. In the end, many of the techniques that make programming languages better for programmers make them worse for the general population. The ability to define a function, for example, makes a programmer's life much easier, but I think would confuse most others.
Additionally, past a certain point of complexity trying to use a spreadsheet would be a real pain. The spreadsheet works well within the realm for which it was designed. Once you stray too far out that, its just not workable. And again, its the very tools programmers use to deal with complexity which will prevent a system being both widely usable and sufficiently powerful.
I think that for any given problem area, you could develop a system that allows the experts to specify a solution. It will be much harder to develop that system then to solve the problem in the first place. However, if you repeatedly have similiar problems which the experts can develop solutions for, then it might be worthwhile.
I think development by non-developers is doomed to failure. It's difficult enough when developers try it. What's the going failure rate? 50% or higher?
My advice would be to either buy the closest commercial product you can find or hire somebody to help you develop a custom solution with your non-developer maintenance characteristics in mind.
Being a developer means keeping a million details in mind at once and caring about details like version control, deployment, testing, etc. Most people who don't care about those things quickly tire of the complexity.
By all means involve the domain experts. But don't saddle them with development and maintenance as well.
You could be putting your organization at risk with a poorly done solution. If it's important, do it right.
I don't believe any extensive non-programmer solution is going to work. Programming is more than language, it's knowing how to do things reasonably. Something designed to be non-programmer friendly will still almost certainly contain all the pitfalls a programmer knows to avoid even if it's expressed in English or a GUI.
I think what's needed in a case like this is to have the content creators worry about making content and an actual programmer translate that into reasonable computer code.
I have worked with two ERP systems that were meant for non-programmers and in both cases you could make just about every mistake in the book with them.

More arduous for whom? You're taking a development model that works (however badly) for the non-programming content creators, and because something is arduous for someone you propose to replace that with a model where the content creators are left out in the cold entirely? Sounds crazy to me.
If your content creators can learn custom tooling built around a Prolog rules engine, then they have shown they can learn enough formalism to contribute to the project. If you think other aspects of the development need to be changed, I see only two honorable choices:
Implement the existing formalism ("custom tooling") using the new technology that you think will make things better in other ways. The content creators contribute exactly as they do now.
Design and implement a domain-specific language that handles the impedance mismatch between what your content creators know and can do and the way you and other developers think the work should be done.
Your scenario is a classic case where a domain-specific language is appropriate. But language design is not easy, especially when combined with serious usability questions. If you are lucky you will be able to hire someone to help you who is expert in both language design and usability. But if you are nonprofit, you probably don't have the budget. In this case one possibility is to look for help from another nonprofit—a nearby university, if you have one.
I'd advise you to read this article before attempting to scrap the whole system. I look at it this way. What changed to prompt the redevelopment? Your domain experts haven't forgotten how to use the original system, so you already have some competent "COBOL programmers" for your domain. From your description, it sounds like mostly the performance requirements have changed, and possibly a greater need for web forms.
Therefore, the desired solution isn't to change the responsibilities of the domain experts, it's to increase the performance and make it easier to create web forms. You have the advantage of an existing code base showing exactly what your domain experts are capable of. It would be a real shame not to use it.
I realize Prolog isn't exactly the hottest language around, but there are faster and slower implementations. Some implementations are designed mostly for programmer interactivity and are dynamically interpreted. Some implementations create optimized compiled native code. There are also complex logical programming techniques like memoization that can be used to enhance performance, but probably no one learns them in school anymore. A flow where content creators focus on creating new content and developers focus on optimization could be very workable. Also, Prolog is ideally suited for the model layer, but not so much for the view layer. Moving more of your view layer to a different technology could really pay off.
In general though, 2 thoughts:
You cannot reduce life to algorithms. Everything we know (philosophically, scientifically) and experience demonstrates this. (Sorry, Dr. Minsky).
That said, a Domain-Specific tool that allows non-programmers to express a finite language is definitely doable as several people have given examples. Another example of this type of system is Mathematica and especially Simulink which are used very successfuly over a range of applications. However, the failure of Expert Systems, Fuzzy logic, and Japan's Fifth Generation computer project of the 80's to take-off demonstrate the difficulty in doing this.
Labview is a very successful none programatic programming environment.

I would have to ultimately agree with you, and disagree with your colleague.
The philosophy and approach of Domain Driven Development/Design exists exactly for your purposes, in that it puts paramount importance on the specific knowledge of the experienced domain experts, and on communicating that knowledge to talented software developers.
See, in your issue, there are two distinct things. The domain, and the software. The domain should be understood and specified first and foremost without software development in mind.
And then the transformation to software happens between the communication between domain experts and programmers.
I think trying to build "programming" tools for domain experts is a waste of time.
In Domain Driven Development your domain experts will continue to be important, and you'll end up with better software.
In your colleague's approach you're trying to replace programmers with tool.... maybe in the future, like, start trek future, that will be possible, but today I don't think so.
I am currently struggling with a similar problem in trying to enable healthcare providers to write rules for workflows, which isn't easy because they aren't programmers. You're a programmer not because you went to programming school -- you're a programmer because you think like a programmer. Fortunately, most hospitals have some anesthesiologist or biomedical engineer who thinks like a programmer and can manage to program. The key is to give the non-programmers-who-think-like-programmers a language that they can learn and master.
In my case, I want doctors to be able to formulate simple rules, such as: "If a patient's temperature gets too low, send their doctor a text message". Of course it's more complicated than that because the definition of "too low" depends on the age of the patient, a patient may have many doctors, and so on, but a smart doctor will be able to figure out those rules. The real issue is that the temperature sensor will often fall off the patient and read ambient temperature, meaning that the rule is useless unless you can figure out how to determine that the thermometer is actually reading the patient's temperature.
The big problem I have is that, while it's relatively easy to create a DSL so that doctors can express IF [temperature] [less-than] [lookup-table [age]] THEN [send-text-message], it's much harder to create one that can express all the different heuristics you might need to try before coming up with the right way to make sure the reading is valid.
In your case, you may want to consider how VB became popular: It has a form drawing tool that anybody can easily use to draw forms and set properties on form items. Since not everything can be specified by form properties and data binding, there's a code-behind mode that lets you do complex logic. But to make the tool accessible to beginning programmers, the language is BASIC, so users didn't have to learn about pointers, memory allocation, or data structures.
While you probably wouldn't want to give your users VB, you might consider a hybrid approach. You would have one "language" (it could be graphical, like VB's form designer or Labview) where inexperienced users can easily do the simple stuff, and another language to enable expert users to do the complicated stuff.
I had this as a comment previously but I figured it deserved more merit.
There are definitely a number of successful 'non-programmatic' tools around, off hand I can think of Labview, VPL and graph based (edit: I just noticed this link has more far more than just shaders on it) shaders which are prevalent in 3D applications.
Having said that, I don't know of any which are suited to web based dev (which appears to be your case).
I dout very much the investment on developing such tools would be worth it (unless maybe you could move to sell it as a product as well).
I agree with you - non-technical people will not be able to program anything non-trivial.
Some products try to create what's basically a really simple programming language. The problem is that programming is an aptitude as well as a skill. It takes a certain kind of mindset to think in the sort of logic used by computers, which just can't be abstracted away by any programming language (at least not without without making assumptions that it can't safely make).
I've seen this in action with business people trying to construct workflows in MS Dynamics CRM. Even though the product was clearly intended to allow them to do it without a programmer they just couldn't figure out how to make a loop or an if-else condition work, no matter how "friendly" the UI tried to make it. I watched in amazement as they struggled with something that seemed completely self-obvious to me. After a full day (!) of this they managed to produce a couple of very basic workflows that worked in some cases, but didn't handle edge cases like missing values or invalid data. It was basically a complete waste of time.
Granted, Dynamics CRM isn't exactly the epitome of user-friendliness, but I saw enough to convince me that this is, indeed, a fool's errand.
Now, if your users are not programmers, but still technical people they might be able to learn programming, but that's another story - they've really become "new programmers" rather than "non-programmers" then.
This is a pretty philosophical topic and difficult to answer for every case, but in general...
Is non-programmatic development a fools errand?
Outside of a very narrow scope, yes. Major software vendors have invested billions over the years in creating various packages to try to let non-technical users create & define workflows and processes with limited success. Your best bet is to take advantage of what has been done in that space rather than trying to re-invent it.

Sharepoint, InfoPath, some SAP stuff are the examples I'm talking about. As I said above, "a very narrow scope". It's possible to let non-programmers create workflows, complex forms, some domain processes, but that's it. Anything more general-purpose is simply trying to make non-programmers into programmers by giving them very crude tools.
Non programatic software development IS feasable, as long as you are realistic about what non-developers can reasonaby achieve - its all about a compromise between capability and ease of use.
The key is to break the requirements down cleanly into things that the domain experts need to be able to do, and spend time implementing those features in a foolproof way - The classic mistake is to try to let the system to do too much.
For example suppose you want domain experts to be able to create a form with a masked text input:
Most developers will look at that requirement and create a fancy control which accepts some sort of regular expression and lets the domain expert do anything.
This is the classic developer way of looking at things, however it's likely that your domain expert does not understand regular expressions and the developer has missed the point of the reqirement which was for the domain expert to be able to create this form.
A better solution might have been to create a control that can be confgiured to mask either Email addresses or telephone numbers.
Yes this control is far less capable than the first control, and yes the domain experts have to ask developers to extend it when they want to be able to mask to car registration numbers, however the domain experts are able to use it.
It seems that the problem is of organizational nature and cannot be solved by technical means alone.
The root is that content creators are completely non-technical, yet have to perform inherently technical tasks of designing forms and writing Prolog rules. Various designers and DSLs can alleviate their problems, but never solve them.
Either reorganize system and processes so knowledge carriers actually enter knowledge - nothing else; or train content creators to perform necessary development with existing tools or may be DSLs.
Non-programmatic development can save from low-level chores, but striving to set up system once and let users indefinitely and unrestrictedly expand it is certainly a fools errands.
Computer games companies operate like this all the time, so far as I can tell: a few programmers and a lot of content creators who need to be able to control logic as well (like level designers).
It's also probably a healthy discipline to be able to separate your code from the data and rules driving it if you can.
I'm therefore with your colleague, but of course the specifics may not make this general solution appropriate!

Typical tasks/problems to demonstrate differences between programming languages

Somewhere some guy said (I honestly do not know where I got this from), that one should learn one programming language per year. I can see where that might be a good idea, because you learn new patterns and ways to look at the same problems by solving them in different languages. Typically, when learning a new language, I look at how certain problems are supposed to be solved in that language. My question now is, what, in you experience, are good, simple, and clearly defined tasks that demostrate the differences between programming languages.
The Idea here is to have a set of tasks, that, when I solve all of them in the language I am learning, gives me a good overview of how things are supposed to be done in that language. I do not know if that is even possible, but it sure would be a useful thing to have.
A typical example one often sees especially in tutorials for functional languages is the implementation of quicksort.

In today's world, I don't think simple tasks like implementing a bubble sort will really give you a taste for that language. The reason being that several of them have C at their core (java, c#, php, javascript, etc).
Instead, go for small apps like a simple contact manager. This will allow you to work with the chosen language's UI, Database, and logic features.

Have you ever tried learning a language while on a project? I have, and from my personal experience I can say that it takes courage, effort, time, thinking, lots of caffeine and no sleep. Sometimes this has to be done without choice, other times you choose to do it; if you are working on a personal project for example.
What I normally do in this kind of situation, and I believe everyone does, is "build" on top of my current knowledge of languages, structures, syntax and logic. What I find difficult to cope with, is the difference of integrity in some cases. Some languages offer a good background for future learning and "language study", they pose as a good source of information or a frame of reference and can give a "firm" grasp of what's to come. Other languages form or introduce a new way of thinking and are harder to get used to.
Sometimes you unintentionally think in a specific language and when introduced to a new way of thinking, a new language, can cause confusion or make you get lost between the "borders" of your new and your current knowledge of languages.
What can be a good solution in this case? What should be used to broaden the knowledge of the new language, a new way of thinking, and maintain or incorporate the current knowledge of other languages inside the "borders" of the new language?
I find I need to do a project to properly learn a language, but those can be personal projects. When I learned Python on the job, I first expected (and found) a significant slowdown in my productivity for a while. I read the standard tutorials, coding standards and I lurked on the Python list for a while, which gave me a much better idea of the best practices of the language.
Doing things like coding dojos and stuff when learning a language can help you get a feel for things. I just recently changed jobs and went back to Java, and I spent some time working on toy programs just to get back in the feel for things (I'm also reading Effective Java, 2nd edition as my previous major experience had been with Java 1.4).
I think, in some respects no matter what the impetus for learning the language, you have to start by imitating good patterns in the new language. Whether that means finding a good book, with excellent code examples, good on-line tutorials, or following the lead of a more experienced developer, you have to absorb what it means to write good code in a particular language first. Once you have developed a level of comfort, you can start branching out and and experimenting with alternatives to the patterns that you've learned, looking for ways to apply things you've learned from other languages, but keeping within the "rules" of the language. Eventually, you'll get to the point where you know you can 'break the rules" that you learned earlier because you have enough experience to know when they do/don't apply.
My personal preference, even when forced to learn a new language, is to start with some throw away code. Even starting from good tutorials, you'll undoubtedly write code that later you will look back on and not understand how stupid you could have been. I prefer, if possible, to write as my first foray into a language code that will be thrown away and not come back to haunt me later. The alternative is to spend a lot of time refactoring as you learn more and more. Eventually, you'll end up doing this, too.

So in the spirit of ALT.NET, it is challenging but useful to reach out of your comfort zone to learn new languages. Some things that really helped me are as follows:
Understand the history behind a language or script. Knowing evolution helps a lot.
Pick the right book. Research StackOverflow and Amazon.com to find the right book to help you ease the growing pains.
OOP is fairly common in most of the mature languages, so you can skip many of the chapters related to OOP in many books. Syntax learning will be a gradual process. I commonly bookmark some quick handy guides for that.
Read as many community forums as possible to understand the common pitfalls of the new language.
Attend some local meetups to interact with the community and share your pains.
Take one pitch at a time by building small not so complicated applications and thereby gaining momentum.
Make sure you create a reference frame for what you need to learn. Things like how security, logging, multithreading are handled.
Be Open minded, you can be critical, but if you hate something then do not learn that language.
Finally, I think it is worthwhile to learn one strong languages like C# or Java, one functional language and one scripting language like ruby or python.
These things helped me tremendously and I think will help all software engineers and architects to really gear for any development environment.
I learned PHP after I was hired to be the project lead on the Zend Framework project.
It helped that I had 20 years of professional programming background, and good knowledge of C, Java, Perl, JavaScript, SQL, etc. I've also gravitated towards dynamic scripting languages for most of my career. I've written applications in awk, frameworks in shell, macro packages in troff, I even wrote a forum using only sed.
Things to help learn a language on the job:
Reading code and documentation.
Listening to mailing lists and blogs of the community.
Talking to experts in the language, fortunately several of whom were my immediate teammates.
Writing practice code, and asked for code reviews and coaching.(Zend_Console_Getopt was my first significant PHP contribution).
Learning the tools that go along with the language. PHPUnit, Xdebug, phpDoc, phing, etc.
Of course I did apply what I knew from other programming languages. Many computer science concepts are language-universal. The differences of a given language are often simply idiomatic, a way of stating something that can be done another way in another language. This is especially true for languages like Perl or PHP, which both borrow a lot of idioms from earlier languages.
It also helped that I took courses in Compiler Design in college. Having a good foundation in how languages are constructed makes it easier to pick up new languages. At some level, they're all just ways of abstracting runtime stacks and object references.
If you're a junior member of the team and don't know the language, this is not necessarily an issue at all. As long as there is some code review and supervision, you can be a productive.
Language syntax is one issue, but architectural differences are a more important concern. Many languages are also development platforms, and if you don't have experience with the platform, you don't know how to create a viable solution architecture. So if you're the project lead or working solo, you'd better have some experience on the platform before you do your design work.
For example, I would say an experienced C# coder with no VB experience would probably survive a VB.NET project just fine. In fact, it would be more difficult for a developer who only had experience in C#/ASP.NET to complete a C# WPF project than a VB ASP.NET project. An experienced PHP developer might hesitate a bit on a ColdFusion project, but they probably won't make any serious blunders because they are familiar with a script based web development architecture.
Many concepts, such as object modelling and database query strategies, translate just fine between languages. But there is always a learning curve for a new platform, and sometimes it can be quite nasty. The worst case is that the project must be thrown out because the architure is too wrong to refactor.
I like to learn a new language while working on a project, because a real project will usually force me to learn aspects of the language that I might otherwise skip. One of the first things I like to to is read code in that language, and jump in. I find resources (such as books and various internet sites) to help as I go along.
Then, after I've been working on it for a while, I like to read (or re-read) books or other resources on the language. By this time I have some knowledge, so this will help solidify some things and also point out areas where I am flat-out wrong in my understanding. For instance, I can see that I was making incorrect assumptions about similarities between languages.
This also applies to tools -- after using a tool for a while and learning the basics, reading (or skimming) the documentation can teach me a lot.
In my opinion, you should try to avoid that. I know, most of the times you can't but in any case try not to mix the new language with the old one, and never add to the mixture old habits, practices and patterns.
Always try to find resources that will help you get through the new language in the way the language works, not in the way other languages do; that will never have a happy ending, and if it does it will be very hard to modify it to the right way.

I mean, is there another way? The only language I ever learned that was not on a project was ABC basic, which was what you used on my first computer.
I would recommend if you start with a certain language, stick with it. I only say that because many times in the past I tried more and more different ones, and the one I started out with was the best :D
Everytime I have/want to learn a new language, I force myself to find something to code.
But to be sure I did it well, I always want to be able to check my code and what it ouputs.
To do so, I just try to do the same kind of stuff with languages I know and to compare the outputs. For that, I created a little project (hosted on Github) with an exercise sheet and the correction for every language I learnt. It's a good way to learn in my opinion because it gives you a real little project.
