Does anyone know what's mint.com's programming language/technology? Are they using Java? .NET? Python? Ruby?
Their site is extremely good and I was just wondering what they've chosen to develop their web site.

There are also some very nice snippets and samples on his blog that are used on mint.com.
I'm guessing they're not using .net as their servers are all running F5 Big-IP or CentOS. Here's the Netcraft report. But it's hard to say what their service is developed on--though job openings are certainly one potential indicator.
According to the Wikipedia article about the founder Aaron Patzer, the alpha version was built with J2EE and mySQL.

I've got an issue with Apache and Single Sign-on, which I cannot work out without good references as I am not a pro in Apache configuration. I tried to search in Amazon.com and found the matched book: Apache security has only three pages for this topic so I don't think it as a good reference in this case.
I am going to set up Apache test environment right now and will load the necessary modules, but I wonder if there is any good materials that I could follow? Of course I would search and Read The Fine Manuals from Apache website.

The big ones I would think of would be Fortify and HP WebInspect.
Fortify will scan the source code and find potential vulnerabilities
HP WebInspect will scan/brute force a website in production and find/report actual vulnerabilities.
Both require a fairly expensive license.

It really depends upon the language you want to use, your current skill sets, who's going to maintain the site, what OS the site will be hosted on etc etc.
I suspect you need to narrow down your question.
What do you mean by web site rather than web application? Are you talking about the dynamic nature of the content or somethign else?

Well, most cheap/free web hosts support PHP, MySQL, and most browsers support Javascript.
Target those and you'll be on a reasonably good path.
Some support Ruby and Python, and you might choose that path if you want to learn those languages.

Definitely start with HTML, and basic CSS. These are the core of web programming, and you need to understand them well to do anything of consequence.
Once you've got those down, you'll want to move on to a server-side language. The easiest is PHP, but be careful of picking up bad habits, since it's a loose environment; if you stick with PHP, you'll eventually want to use it with an MVC framework such as CodeIgniter, which encourage separating presentation and logic. To get a little more advanced, you can also try Python or Ruby. Get yourself some server space to mess around with; most shared hosting plans are $5-10/month.
For Javascript/AJAX, you'll probably want to start by using Firebug or Firefox's DOM inspector to learn the relationship between the HTML of a page and the DOM object which Javascript uses to interact with it. Once you understand how the DOM works, toy around with jQuery to start doing useful (and fun!) stuff.
You'll also eventually want to learn MySQL (or a similar SQL variant), but that can probably wait, since you can do lots of interesting things without tackling database stuff.
Above all, be patient and persistent, and make use of every resource at your disposal: books, Google, Stack Overflow, and cheat sheets.
Ruby all the way. It's exactly what you need if you're interested in web dev and completely starting from scratch programming-wise. From the basics of Ruby it's pretty easy to get into Rails, which is a very beginner-friendly web framework.
Many great books on Amazon (look for the highest rated of course) on both Ruby and Rails.

Google App Engine offers free hosting for applications that do not exceed the specified limits. The server-side language is Python, the client-side language is JavaScript inside Django templates. Everything has worked nicely for me in Ubuntu 8.10.

I used this and started delving into the PHP Application world and could see what was going on (sort of)
I know you can use dreamweaver with wine on the linux, and it can help you do a TON
granted if you continue it has the potential to limit you to the dreamweaver world... but can help you learn and create at the same time
(I build full php apps from scratch now with a notepad... but I started with DW)
The question I'd have is what kind of scale on web programming are you wanting to do? If it is small stuff then the LAMP stack would be my suggestion while if you want to get more into 3-tier architecture then Java or ASP.Net may be worth getting into for middleware or business logic code.
With the exception of the reference to the LAMP stack above, there has been no Perl recommendations. I like Perl as it is easy enough to build a fairly full featured web application (using CGI, or mod_perl). Of course, you are going to have to learn HTML/CSS if you are going to do anything on the web. I feel Perl is a good choice for web development as it is fairly robust and full featured with all of the modules available on CPAN. Combine with an application framework like CGI::Application or Catalyst and you can build sophisticated web apps in a short amount of time. Also, using a tool like XAMPP can help as you won't have to worry about web server or database cofigurations to get started.
I am looking for a simple system to manage inbound emails from a support mailbox for a group with about 3 support people. I've looked at OTRS which seems to have the features that we need. Unfortunately, so far the UI still looks like a confusing mess.
Are there any good FOSS tools that would meet this need? I've heard murmurings that something called fooogzeeebugzo might have similar features, but it seems quite expensive for such simple needs.
Did you try IssueBurner? It was designed for this purpose. You can forward your mailbox (e.g. support#yourcompany.com) to a IssueBurner group and you can track the inbound mails until they are closed.

I have to agree, Fogbugz is probably the best out there. I have used both the hosted version and the purchased version which I hosted. It is top-notch.
BugTracker.NET is free, open source, and widely used. It has integration with incoming email. In other words, it will accept an incoming email and turn it into a support ticket.
My company recently started using Mojo Helpdesk: www.mojohelpdesk.com. It's a hosted service, not FOSS, but it's pretty cheap and the interface is slick.

RT - Request Tracker handles inbound mail. I'm working to add inbound mail support to TicketDesk, but that might be a little while before that makes it into a release.
FogBugz is great as others have mentioned. I use it for my bug/feature tracking system, but I like to separate out my support ticketing system for my support staff to use. Another tool that has great email integration also is called HelpSpot, they have hosted and non-hosted versions for purchase, depending on your budget. It has a lot of great features, that make the prices worth it. Take the tour and see for yourself.
Scope out SmarterTrack, Help Desk Software from SmarterTools:
We use FogBugz...er, "fooogzeeebugzo"...and while it may be a bit expensive for your needs, it works very well.
bugzilla is more of an issue tracker than a request tracker, but it can be configured to handle email-based status tracking. That said, I think Steven has it- RT is the standard recommendation for this that I've seen.
The on-demand version of Fogbugz is a pretty cheap option for just a few people, and works really well. We did that for a while before moving it inhouse.
I've used fogbugz for over 12 months now and more and more I'm finding one of the most valuable features is the in built email support. I've got an on demand account and I'm finding more and more that I don't even check my email in the morning as all my business correspondence is put straight into fogbugz.

However, if you are willing to entertain commercial solutions and are looking for a Helpdesk-"ish" application. I just deployed WebHelpDesk with great success at my current employment, where I am the primary sysadmin and Corporate IT person. They just released a new version, 9.1.1 and it is very well done. The email integration is superb and beyond what I have seen with most other FOSS and commercial issue/bug trackers, given that it is built to run a Helpdesk and not be a software or source code issue tracker. It runs on Windows and *nix, they have a great demo and you can obtain a 30 day trial installer. I have become a big fan of this software and think it has a reasonable price of $250/year/technician (support person).

Thanks for all the tips. For the moment, I am looking heavily at eTicket as it was trivial to setup and seems to be developing nicely at the moment. I may look at RT as well, though.

It works pretty smooth in our environment and includes rich helpdesk functionality for powerful tickets tracking.

As most of the answers are a little bit outdated, I would definitely recommend OsTicket (http://osticket.com/), a great open source project that offers lots of customization and a user friendly interface.
I have been using it for the last two years and I would rather choose OsTicket than OTRS or RT.
