I am in the process of creating a training and events site in SharePoint for a non-profit organization that will have news posts targeted to 4 different geographical regions. These posts will be created and edited by multiple authors. If I wanted to make it easy for the news post editors to go to one page location with dropdown menus to add and edit posts for 4 different target audiences, what would be the wisest/most efficient method of accomplishing this goal?

Based on your description, I understand that you want to target specific news post pages to specific audiences in a page library. Here're steps:
1.Go to the pages library settings -> select Audience targeting settings -> enable it,
2.From the library, select a page, select the ellipses then select Details.
3.In the details pane, select a value for the Audience property.

I want to leave unused directories from Azure portal. I need only Default Directory.
Some of directories have been unused for 3 years.
How can I can leave directory with out help of admin of another directory?

If you're using a personal Microsoft account you'll need to specify the Tenant name or id that you want to leave.
For example: https://myaccount.microsoft.com?tenantId=wingtiptoys.onmicrosoft.com or https://myaccount.microsoft.com?tenantId=ab123456-cd12-ef12-gh12-ijk123456789.
Then follow the previous instructions after you've signed in.
You can go to myaccount.microsoft.com -> Manage organizations: https://myaccount.microsoft.com/organizations.
Here you can click the Leave organization button for all tenants you'd like to leave from.
In addition to Juunas' answer:
If you're using a Microsoft Account there's a different portal you need to visit. Go to the Organizations section of account.activedirectory.windowsazure.com, sign in to the organization you want to leave and click Leave organization.
After clicking Sign in to leave you might need to close the new experience if you're in it. To do so:
Click the profile icon on the top right.
Click the three dots next to Switch organization.
Click Leave new experience.
Click the profile picture and then the cog next to Organizations. This leads you back to the Organizations section I linked to above for the organization you just signed in to.
Leave the organization by clicking Leave organization.

We are using goo.gl URL shortner to shorten the links.
Is there a way to add open graph meta tags to show the rich links for the URL on share.
No, there isn't any way.
However, you could use "dynamic links" on the Firebase dashboard (also by Google). It's what Google suggests you do anyway since the goo.gl service is shutting down (as you can read in their blog post).
Firebase Dynamic Links let you choose a title, image and description like in this picture: FDL example. Google will take care of setting the right OGM tags.
A link will look like https://something.page.link/something, in which you can customize both somethings.
I haven't found another service that lets you set Open Graph Meta Tags.

I have this project on my HMI(human machine interface) class and our prof want us to do a user manual for a website, and I'm not sure what a user manual is. I searched online and what I've seen is that a user manual should explain the different buttons on a site and how to navigate, but I'm still not sure I taught a user manual was composed of diagrams that show the website's web pages.
When u install a camera app in your smart phone or YouTube, when you launch it for the first time you get some indications about some buttons and their new download button (YouTube) it's similar to that
Just redirect a webpage to another one using javascript where it shows the instructions and a continue button to redirect it to the mainpage

I plan to sell a book on Amazon and I'd like the book purchase to enable access for the buyer to a set of videos that support the book. Is there a way to get the order numbers for all the books purchased? Then I could ask the user to enter their order number and if I found it I could enable video access.
From what I can tell, the only way to do this is to become a "Professional Selling on Amazon" which costs $39.99/mo (as opposed to an "Individual Selling on Amazon", which costs per transaction and is not eligible for MWS) and request access to the Amazon Marketplace Web Service. This is an API that would give you the information you're looking for. There are other classes of accounts that have access to Amazon MWS (as noted on their FAQ page) but I don't believe any of them are free.

When I try to join google group, I'm getting an error you do not have permission to join this forum. Even, I haven't restricted my new user to join my group. Anyone know how I get permission or get around this?

There are different security levels you can assigned to a Group, one of them is if the group is open for new members; this must be a security setting that you need to enable, please go through the reference link with information about Google Groups.
