As part of the Translate API, I am not seeing any differences between the different versions of Espanol translations - ie: es-ES-Laura, es-ES-Pablo, es-MX-Raul and es-MX-Sabina all return the same text translation as well as voice. Is this correct?
I was expecting differences between the "es" and "es-MX" versions.
The Translator API by default knows only one flavor of Spanish, which is based on content from all Spanish locales. You may create your own customized version using https://hub.microsofttranslator.com.

Open hmc or backoffice. Open your current base store, navigate to languages and add spanish to the list.
Notice, that there will be no data for the language, so your homepage might look very empty.
If you want to add localizations for the cms and product content, you have to add the language to all your catalog versions. Otherwise, your language wont show up in the cmscockpit/productcockpit.
Everything that appears on your homepage as words separated by dots (e.g. "search.placeholder") is not saved in the database. Those are spring messages. They are maintained in a file in your storefront. Find them in
/mystorefront/web/webroot/WEB-INF/messages/
by the names
base_XX.properties
theme-my-theme_XX.properties
site-my-site_XX.properties
where XX is the isocode of your language (in your case es). If the file does not exist, create it. You can use the english file (e.g. base_en.properties) as a template and change the values to spanish ones. Beware, there are a LOT!
There might be more pitfalls, but those are the ones, that came to my mind.
Is there a possiblity to use another language (e.g. German) for the botframework? Language Recognition, Language Understanding etc.? If not any plans to introduce other languages? Thanks
Microsoft Bot Framework itself is not specific to a language, it's the tools that you can combine that may be limited.
For example:
Webchat channel: ok for german, just need to set the locale (with the URL or in locale parameter)
LUIS (Language Understanding): ok for german
Bing SpellCheck : ok for german
The only related 'gotcha' I know of is Q & A Maker, each KB needs to be in the target language. I.e. if you create a brand new KB and upload a document in French then that KB will now be in French. It's because the underlying Azure Search will be set to the first document's language.

Your assumption is NOT correct. Kentico is made to use a single template and/or webpart for multiple languages. You do have the opportunity to use different templates per language but unless you need it for something very specific, it's not needed.
The webparts are smart enough to use the current language which has been selected/set on the website. There are some additional configuration options you can set like mixing the default culture with the current culture. What this means is if you are viewing the site in French and have a page in English but not French, it will display the English version and in place of the missing French version.
I'd suggest starting out with the Kentico localization documentation if you haven't already.
I can't agree with you assumption. You can specify culture for you control, so it will always use that culture, otherwise it should be using current culture.
A vanilla Windows Phone device is populated with many string resources - for example 'Settings' and beneath 'Settings' lies 'location' among others. At least this is the case for the en-GB UI language. I would like to access the full list of device-loaded strings, not just for en-GB, but for every UI-supported language. That is, I'm looking for the full list of en-GB UI strings, plus their parallel translations in the full set of UI-supported languages. Can anyone help me find them? Do I need a special SDK? Does Microsoft simply 'publish' them somewhere? Or do I need to write some C# to query an on-phone assembly?
The strings used by the OS and the native apps are not available via any public method.
If you are looking to translate your app you need to translate text in context to where you use it. It is not a straight copy and paste exercise. This means you can't just reuse the translations from another source. (Unless it's the exact same context.)
Is there a reference of Excel's localized function names?
For example, the function "SUM" is "SOMME" in French and "SUMA" in Spanish.
